Delhi Govt Revises PWD Tender Rules

The Delhi government has made major changes to the PWD tender process to ensure better quality. Strict conditions have been introduced to prevent substandard work.
The Delhi government has improved the tender process of the Public Works Department (PWD) schemes. Under this new system, the department has decided to strictly implement the tender process, which aims to curb irresponsible and speculative contractors.
Giving priority to transparency and timely completion of work, the department has ensured that cheap tenders and poor quality work will no longer be accepted. According to PWD Minister Pravesh Verma, this step has been taken to promote quality and timeliness.
The Delhi government has taken an important step to complete infrastructure projects on time and with high quality through the Public Works Department. According to PWD Minister Pravesh Verma, the department has observed in recent months that some contractors are submitting abnormally low rates only for the purpose of obtaining tenders, which are much lower than the estimated cost set by the department.
Due to this, projects get delayed and low quality materials are used during construction. Many times the work is left incomplete, which not only causes difficulties to the public but also puts an additional burden on the government treasury.
Why was the change made?
The Delhi government has made significant changes in the tender process for roads, flyovers, public buildings and other infrastructure projects. The government aims to ensure that only those contractors bid who are technically and financially competent and who have the ability to work as per the standard at the rates submitted by them. PWD officials have been directed to include this provision in all upcoming tenders. Along with this, instructions have also been given to organize training sessions for the members of tender evaluation committees for effective implementation of the new system.
