Dubai-Based Handler Linked to ‘UP Doctors’ Terror Module

Security agencies in Uttar Pradesh have uncovered a transnational terror network allegedly run by a group of medical professionals, with investigators identifying psychiatrist Dr. Muzaffar elder brother of arrested terror suspect Dr. Adeel Ahmad as the key handler operating from Dubai. The revelations follow a series of arrests made after the Delhi blast, which prompted coordinated action across multiple states.

According to officials, Muzaffar had been running the module for nearly five years, acting as an intermediary between Pakistani handlers based in Afghanistan and operatives in India. He allegedly supervised funding, logistics, foreign travel and procurement of materials. Jammu & Kashmir Police have issued a Red Corner Notice for his arrest.

The crackdown began after Jaish-e-Mohammed–linked posters surfaced in Srinagar’s Naugam area on October 17. CCTV footage led police to three local men, whose interrogation identified Maulvi Irfan and Dr. Adeel as the masterminds. Adeel fled to Saharanpur, where he was working at a hospital, and was arrested on November 6 by Srinagar Police with help from the UP ATS.

Investigators say Adeel’s questioning revealed the involvement of Dr. Muzammil Ganai, his partner Shaheen, and Dr. Umar. Police recovered an AK-56 from a locker in Anantnag Medical College and later seized explosives from Muzammil’s Faridabad residence. Shaheen was arrested with an AK-47 in her possession.

As arrests mounted, Dr. Parvez, a senior resident at Integral University, resigned abruptly on November 7 and went into hiding. He was detained in Lucknow after the Delhi blast. In Kanpur, cardiology trainee Dr. Arif, originally from Jammu & Kashmir, was picked up after his emergency shift. UP ATS later searched his rented accommodation.

The fifth accused, Dr. Farooq, a gynecologist from Hapur’s GS Medical College, was detained after investigators linked him to Shaheen, who had taught him during his MD at Al-Falah University.

Officials say the case reflects a deliberate effort to embed radicalised operatives within professional institutions, with investigations now focused on funding channels and potential sleeper contacts. Further arrests are likely as the probe expands across states and international agencies coordinate efforts.
