EC proposes by-elections only twice a year

The Election Commission has recommended that by-elections across the country be conducted only twice a year. This move aims to reduce frequent election-related disruptions, save government resources, and ensure smoother governance.
Along with the frequent general elections, the country can now also get rid of the by-elections held almost every month. The parliamentary committee formed on one nation-one election, after receiving suggestions from the states, has now included the recommendation to conduct by-elections only twice a year.
During this period, by-elections will be held only once every six months. The good thing is that the states having different views on one country one election are also seen agreeing with it. Under the Representation of the People Act, the vacant seats of Lok Sabha, Legislative Assembly and Legislative Council cannot be kept vacant for a period of more than six months.
In such a situation, the program for by-election will also be made in such a way that it is needed only twice a year. According to the members associated with the committee, this issue was first raised by the Chief Minister of Himachal Pradesh and said that when the committee is talking about conducting all the elections simultaneously across the country, then it should also bring by-elections within its scope.
After this, this suggestion was also given by many other states and legal experts. According to senior officials associated with the committee, this point has now been prominently included in One Nation-One Election. Along with this, the committee will also give its recommendation regarding this.
What is in the report
The committee will tell what is the status of by-elections at present. According to a report, about 28 by-elections were held in the year 2024 alone. These included elections of Lok Sabha and Legislative Assembly as well as Legislative Council.
In this sense, about two by-elections were held every month in the country. At the same time, five by-elections have been held so far in the year 2025. These include by-elections in Tamil Nadu and Uttar Pradesh in January, Telangana and Andhra Pradesh in February, Legislative Council in Maharashtra in March, Andhra Pradesh in April and Gujarat, Kerala, Punjab and West Bengal in May.
