Haryana Police ADGP commits suicide: Shoots himself at residence; IAS officer wife on Japan visit

Senior IPS officer Y. Poorn Kumar has died by suicide. He shot himself at his government residence (House No. 116) in Sector-11, Chandigarh. Chandigarh Police have reached the scene. It is not yet clear why he took his life, and authorities are investigating the matter.
Y. Poorn Kumar was an officer of ADGP rank. He had been transferred on 29 September to Sunaria Jail in Rohtak. This is the same jail where Dera Sacha Sauda chief Ram Rahim is serving his sentence in the case of sexual exploitation of sadhvis.
Y. Poorn Kumar’s wife, Aman P. Kumar, is also an IPS officer. She had gone on a Japan tour on 5 October with Chief Minister Nayab Singh Saini and other officials. She is scheduled to return to India tomorrow evening.
Last year, Haryana IPS officer Y. Poorn Kumar had raised questions over the promotion of certain IPS officers. These officers belonged to the 1991, 1996, 1997, and 2005 batches.
He wrote a letter to Chief Minister Nayab Singh Saini, stating that these promotions had been carried out improperly. He highlighted that the Finance Department had ignored the Home Ministry’s rules and approved the promotions on its own.
In the letter, he also mentioned that on 11 October 2022, he had informed senior officials of the Home Department that officers from the 2001 batch should be promoted to DIG rank following the Home Ministry guidelines. He requested that their salaries be revised and any arrears paid.
Allegations of harassment against former DGP Manoj Yadav
Y. Poorn Kumar had filed a complaint with the SP of Ambala, accusing former DGP Manoj Yadav of harassment. He also requested that a case be registered under the SC/ST Act.
IG Y. Poorn Kumar stated that on 3 August 2020, a public holiday, he had visited the temple at Shahzadpur police station to offer prayers. On the same day, then-SP Abhishek Jorwal was also present at the temple.
On 17 August 2020, former DGP Manoj Yadav issued a letter to him, asking whether government approval had been obtained before establishing the temple at the police station. Poorn Kumar stated that he was subjected to significant harassment regarding this matter.
