Congress MLA Shanti Dhariwal Uses Abusive Language in Rajasthan Assembly; Chief Whip’s Remark Triggers Fresh Political Row

The Rajasthan Assembly witnessed fresh controversy on Wednesday after senior Congress MLA and former minister Shanti Dhariwal used abusive language during a debate on the Governor’s address, prompting the Chair to order that the remark be expunged from the official proceedings. The incident followed a sharp exchange triggered by a comment from the government’s Chief Whip, Jogeshwar Garg, which the opposition viewed as a political jibe at Congress leader Rahul Gandhi.

The episode unfolded during the discussion on employment and youth skill development. Dhariwal warned that if lakhs of young people were not made employable through proper training, the growing youth population could turn into a serious challenge for the state. Responding to the remark, Chief Whip Garg, without naming anyone, said that “everyone in the country has got employment except one youth,” a statement widely interpreted by Congress members as a sarcastic reference to Rahul Gandhi.

Reacting to Garg’s comment, Dhariwal said he could only partially understand what was being said and, in the course of his reply, used an abusive word. The remark immediately drew objections from treasury bench members. After Dhariwal concluded his speech, Garg alleged that the Congress MLA had once again resorted to abusive language in the House and demanded that the comment be removed from the record.

The presiding Chair accepted the demand and directed that the objectionable word be struck off from the Assembly proceedings. While order was restored soon after, the incident added to an already tense atmosphere in the House.

This is not the first time Dhariwal has landed in controversy over his language in the Assembly. On an earlier occasion, similar remarks had led to a major uproar, following which he had apologised to the House.

The latest confrontation occurred amid repeated disruptions during the ongoing session, with the opposition aggressively targeting the BJP-led government over administrative lapses, employment issues and alleged misconduct by officials. Earlier in the day, Congress MLAs cornered ministers during Question Hour over revenue and housing-related queries, leading to prolonged arguments and interventions by the Speaker.

Separately, the Congress is also considering bringing a privilege motion over alleged misbehaviour by a tehsildar in Dausa with Congress MLA Deendayal Bairwa, an issue raised by Leader of Opposition Tika Ram Jully. Heated exchanges between ministers and opposition leaders have become frequent during the session.

Political observers say the repeated verbal clashes reflect deepening confrontation between the ruling party and the opposition, with personal remarks increasingly overshadowing legislative business. The Assembly is expected to remain stormy as key debates and possible privilege motions come up in the coming days.
