Rajasthan Cabinet Clears Vehicle Scrapping Policy for 15-Year-Old Vehicles, Offers Registration Incentives

The Rajasthan government has approved the Rajasthan Vehicle Scrapping Policy, paving the way for the phased removal of vehicles older than 15 years from the state’s roads. The decision was taken at a cabinet meeting chaired by Chief Minister Bhajanlal Sharma on Tuesday evening and is aimed at reducing vehicular pollution, improving road safety, and promoting the adoption of cleaner vehicles.

Deputy Chief Minister Premchand Bairwa said the policy will apply to vehicles that have completed 15 years of service, vehicles identified as polluting beyond permissible limits, and those lying unused with scrap dealers. The government plans a structured implementation to ensure an orderly transition while offering financial incentives to vehicle owners.

Under the new policy, vehicle owners who opt for scrapping will be issued an official certificate. This certificate will make them eligible for a 50 per cent rebate on the registration fee of a new vehicle, with the total benefit capped at ₹1 lakh. Officials said the incentive is intended to ease the financial burden on owners and encourage voluntary participation in the scrapping programme.

The government believes the policy will play a key role in tackling rising air pollution levels, particularly in urban centres. Older vehicles are considered major contributors to emissions and are often less compliant with current safety and environmental standards. By removing such vehicles from circulation, authorities expect an overall improvement in air quality and traffic safety.

To support the initiative, the state will also provide special concessions and regulatory support to authorised vehicle scrapping units. These measures are expected to attract private investment and facilitate the establishment of more scrapping facilities across Rajasthan. Officials said this would help ensure smooth execution of the policy while also generating employment opportunities.

The vehicle scrapping policy was first announced in the state budget and has now received cabinet approval, clearing the way for detailed guidelines and notifications to be issued. Transport department officials are expected to outline timelines, eligibility criteria, and procedures for vehicle owners in the coming weeks.

Experts say the policy aligns Rajasthan with the Centre’s broader push for sustainable mobility and circular economy practices. If implemented effectively, it could significantly modernise the state’s vehicle fleet and reduce the long-term environmental and health costs associated with outdated vehicles.

The government has indicated that public awareness campaigns will be launched to inform vehicle owners about the benefits and process of scrapping, as authorities prepare for phased enforcement of the policy across the state.
