₹3,000 crore lost nationwide to ‘digital arrest’ scam; issue raised in Lok Sabha, demand for stronger cyber safeguards

The rapidly growing cybercrime known as “digital arrest” was flagged as a serious concern in the Lok Sabha on Tuesday. Raising the issue, Raipur MP Brijmohan Agrawal said that online fraudsters impersonate police officers or central agency officials over video calls, appear in uniforms, and intimidate victims with threats of fabricated cases, forcing them to transfer large sums of money. He noted that this scam has already caused losses exceeding ₹3,000 crore across India.

Agrawal said the fraudsters primarily target senior citizens, people living alone, students, and individuals with limited digital literacy. “Driven by fear, victims end up losing their lifetime savings within minutes,” he told the House. He proposed that banks should hold 50% of large-value transactions for at least 24 hours to allow victims a window to act.

In the past three years, Chhattisgarh has recorded more than 40 such cases, involving confirmed losses of around ₹32 crore. Residents of Raipur, Bilaspur, Bhilai and Rajnandgaon have been duped through fake video calls. The state cyber cell has arrested over 35 accused so far, many linked to networks operating across multiple states.

The MP stressed that in a digital-first era, cyber security must be treated as a basic citizen right and urged the government to strengthen technological protections without delay. The Centre assured Parliament that a detailed report will be prepared and appropriate action will follow.

Experts warn that the first one to three hours after a cyber fraud incident are crucial. Victims are advised to immediately contact the national helpline 1930 or file a complaint on cybercrime.gov.in to improve the chances of recovering their funds.
