Chhattisgarh Civil Society Sends Legal Notice to IndiGo, Seeks ₹9,000-Crore Penalty; Four Flights Cancelled Today from Raipur

IndiGo Airlines continues to face backlash as massive flight disruptions enter the fifth consecutive day. The Chhattisgarh Civil Society has issued a legal notice to IndiGo, demanding that the airline pay compensation amounting to 10 times the ticket price to every affected passenger. The organisation has also written to the Prime Minister, urging the government to impose a ₹9,000-crore (approx. USD 1 billion) penalty on IndiGo for “gross negligence” and violation of passenger rights.
Four Flights Cancelled Today
On Tuesday morning, the 9 AM Raipur–Mumbai IndiGo flight was cancelled without prior notice. Three more flights—arriving from Mumbai, Delhi, and Hyderabad—were also cancelled, bringing the day’s total cancellations to four. Officials anticipate more cancellations, delays, and diversions throughout the day.
As flight operations collapse, passenger load on trains and intercity buses has increased sharply.
64 Raipur Flights Cancelled in Four Days
The crisis deepened on Monday when eight IndiGo flights from Raipur were cancelled, including:

2 to Hyderabad

1 each to Bengaluru, Bhopal, Kolkata, and Delhi
Over the past four days, the airline has cancelled 64 flights from Raipur alone. Nationwide, more than 3,000 flights have been cancelled in the last five days.
Meanwhile, passengers say they are receiving no communication from either the airport authorities or the airline. Repeated calls to Airport Director K.K. Lahare went unanswered; he disconnected the call citing a meeting and did not respond afterward. IndiGo representatives also declined to comment.
Crowded Terminals, Confused Passengers
Large crowds have accumulated at the Raipur airport, where passengers say they have no clarity on flight status. Heavy security has been deployed at the terminal as frustration grows among stranded travellers.
Civil Society’s Allegations and Demands
Dr. Kuldeep Solanki, coordinator of the Chhattisgarh Civil Society, said in the legal notice that IndiGo’s widespread cancellations violate DGCA norms and basic consumer rights. According to him:

No transparent reason was communicated

Thousands faced financial losses, missed commitments, and extreme stress
The notice demands:

10× refund of ticket cost for every affected passenger

Full reimbursement for hotel stays, alternate transport, medical costs, and any additional loss

A response within five days
The organisation has also urged the PM, Home Minister, and Civil Aviation Minister to order a DGCA-led investigation.
Warning of Legal Action
Civil Society members stated that if IndiGo fails to comply within five days, they will initiate civil and criminal proceedings before relevant courts and authorities.
Unnotified Cancellations on December 6
Earlier, on December 6, IndiGo cancelled 11 flights without any prior information. When passengers tried to contact the airline through calls, emails, and messages, they reportedly received only a standard reply— “Your ticket amount will be refunded.”
Passengers argue that a refund does not compensate for wasted time, missed commitments, and the stress caused.
Refund Delays Continue
Many travellers have still not received refunds for flights cancelled over the past three days. Even after repeated follow-ups, airline staff continue stating that the refund will be “processed within 3–4 days.”
