Chhattisgarh Jails Overcrowded by 5,600 Inmates; DGP Informs HC About New Jail Construction

The DGP informed the High Court through an affidavit that Chhattisgarh jails house 5,600 more prisoners than their capacity. Details of ongoing construction of new prisons were also presented.
On Monday, the DGP on behalf of the government presented an affidavit in the High Court (Bilaspur Highcourt) on the public interest litigations regarding overcrowding of prisoners in jails and their inhuman living conditions. It said that there are 5 thousand 600 more prisoners than the capacity in the jails of the state. New jails are being constructed in the state.
Hearing was held in the division bench of Chief Justice Ramesh Sinha on the poor condition of jails. On behalf of the state government, the Director General of Police said in the affidavit that more than 20 thousand prisoners are serving sentence in the jails of the entire state. The court was also told that the construction of jails is going on rapidly in the entire state. The jail building of Bemetara has been completed. New barracks with a capacity of 200 prisoners have been prepared in Ambikapur.
Fresh tender for the 7th time
Tender has been issued 6 times so far for the construction of new building in Bilaspur Central Jail. So far no company has shown interest in taking it. Now a fresh tender is being called for the seventh time. After the hearing, the Chief Justice has asked the government to submit a new affidavit in this matter. The next hearing has been scheduled for September 16.
It is noteworthy that a PIL was filed regarding inhuman conditions in jails. Meanwhile, when the incident of extortion and assault came to light in the jail, the court took suo motu cognizance and started the hearing. In the ongoing hearing, the government had earlier told that work is being done regarding the health and other facilities of the prisoners in the jails. Similarly, it was said that special jails will be established in Raipur and Bilaspur districts and an open jail will be started in Bemetara.
