Chhattisgarh Signs Two PM GatiShakti MoUs to Boost Infrastructure Planning

Chhattisgarh signs MoUs with BISAG-N and NLDSL to strengthen geospatial technology, logistics data and infrastructure planning under PM GatiShakti.

Chhattisgarh has signed two key agreements with BISAG-N and National Logistics Data Services Ltd (NLDSL) to strengthen geospatial technology, integrated logistics data and data-driven infrastructure planning under the PM GatiShakti framework

The agreements were signed on August 20 in Raipur during the PM GatiShakti and LEADS 2025 Dissemination Workshop, jointly organised by the Chhattisgarh Commerce and Industries Department and the Department for Promotion of Industry and Internal Trade (DPIIT).

The development is significant because Chhattisgarh has already integrated more than 35 state departments with the PM GatiShakti platform and is using the system for coordinated infrastructure and logistics planning.

Two Key MoUs Signed

The first agreement is with Bhaskaracharya National Institute for Space Applications and Geo-informatics (BISAG-N), which specialises in geospatial technology, remote sensing and digital mapping.

The second is with National Logistics Data Services Ltd (NLDSL), aimed at strengthening the use of integrated logistics information for planning infrastructure and improving supply-chain efficiency.

Together, the agreements are expected to strengthen Chhattisgarh's ability to use technology and data while planning future infrastructure projects.

35 Departments Onboarded

Chhattisgarh's progress under PM GatiShakti goes beyond the latest agreements.

More than 35 state departments have been onboarded on the platform, allowing different government agencies to use a common digital framework for infrastructure planning.

The state has also mapped 41 mandatory data layers and more than 600 additional data layers, providing a broader geospatial database for planning and decision-making.

This integration is intended to reduce departmental silos and improve coordination before infrastructure projects are implemented.

GIS Drives Planning

The PM GatiShakti platform uses Geographic Information System (GIS)-based data, satellite imagery and digital mapping to provide a common picture of infrastructure and development requirements.

At the national level, the platform is designed to help ministries and states coordinate infrastructure projects, identify gaps and improve last-mile connectivity.

For Chhattisgarh, the technology is being used to make infrastructure decisions more data-driven and geographically targeted.

45 Use Cases Developed

The state has developed 45 practical use cases and 30 analytical tools under its PM GatiShakti implementation, according to reports on the workshop.

These applications can help government departments analyse existing infrastructure and identify areas requiring additional connectivity or services.

Examples include identifying road accident black spots, locating villages without banking facilities and analysing routes for public transport initiatives.

The approach is aimed at moving infrastructure planning from isolated departmental decisions towards coordinated, evidence-based planning.

Logistics Gets Major Push

The NLDSL agreement is particularly important for improving logistics planning in an industrialising state.

Integrated logistics data can help identify bottlenecks, assess connectivity and plan infrastructure around areas where freight movement is expected to grow.

The state is also looking at logistics and cargo aggregation facilities around the Raipur-Bhilai-Durg industrial belt, one of Chhattisgarh's important industrial corridors.

Better coordination between roads, industrial areas, logistics facilities and other infrastructure could help reduce transportation inefficiencies.

Focus on Investment

Chief Minister Vishnu Deo Sai said PM GatiShakti is strengthening data-driven decision-making in Chhattisgarh by helping the government plan infrastructure more effectively, identify connectivity and logistics gaps and support better-aligned industrial development.

The latest agreements are therefore linked not only to infrastructure construction but also to the state's wider objective of attracting investment and supporting sustainable economic growth.

The state was also recognised as a high performer among landlocked states in the DPIIT's LEADS 2025 assessment.

Next Phase of GatiShakti

The two MoUs are expected to strengthen Chhattisgarh's next phase of PM GatiShakti implementation by combining geospatial information with logistics data.

The state's growing database and departmental participation could allow authorities to identify infrastructure gaps before projects are planned and improve coordination during execution.

The larger objective is to create a more integrated infrastructure network supporting movement of people, goods and services across Chhattisgarh.

WHAT HAPPENS NEXT

The focus will now shift to implementing the agreements with BISAG-N and NLDSL and expanding the practical use of geospatial and logistics data across state departments.

With more than 35 departments already onboarded, Chhattisgarh has moved beyond simply adopting the PM GatiShakti platform. The next challenge will be converting the available data, analytical tools and mapped infrastructure layers into faster project execution, better connectivity and improved logistics efficiency.
