HC Rejects DSF Jawans’ Petition

High Court dismissed DSF jawans’ plea seeking facilities equal to police constables, stating it falls under service matters.

The High Court rejected the PIL filed by the Joint Police Employees and Family Welfare Association. The division bench did not consider the petition filed as a PIL and said that it is a service matter. More than 4 thousand assistant constables and DSF (District Strike Force) jawans of Bastar had filed a PIL demanding the same facilities as police constables.

It was said in the petition that assistant constables should get promotion to DSF, the salary and facilities of the jawans should be equal to DSF and District Police Force, secret soldiers should be made constables. It was told in the petition that as per the decision of the cabinet in Chhattisgarh state, it was recommended to abolish the post of assistant constable and create District Strike Force (DSF), but about 2700 assistant constables were made DSF. The remaining constables are still waiting to become DSF. Whereas they should have been made DSF immediately as per the decision of the cabinet. Similarly, the assistant constables who have been made DSF are not being given salary equal to the constables of the district police force and neither are the family members of DSF jawans being given compassionate appointment, whereas the same work is being taken from those jawans as police constables, which is not fair.

It was said in the petition that in the same way, secret soldiers are also serving in the police department by risking their lives for the last several years waiting to become constables, but they have not been made constables yet. After hearing the case, the High Court has rejected the petition of the Joint Police Employees and Family Welfare Association. The High Court did not consider the petition filed as a public interest petition and said that it is a service matter.
