Minister Rajesh Agrawal’s Request to Appoint Close Aide as Personal Secretary Rejected; Congress Slams Move, Calls It ‘Mockery of Governance’

Tourism Minister Rajesh Agrawal’s bid to appoint his close aide, Tabrez Alam, as his personal secretary has been turned down by the General Administration Department (GAD) after it was found that Alam’s educational qualification is only up to Class 8. The department cited the Chhattisgarh Secretariat Service Recruitment Rules, 2012, which mandate a minimum qualification of higher secondary (Class 12) for third-grade posts.
A letter rejecting the minister’s proposal, issued by Under Secretary Manrakhan Bhaurya on October 29, has gone viral on social media, triggering sharp political reactions.
GAD Cites Rule Violation
In its letter, the GAD clarified that Alam did not meet the eligibility criteria required for appointment as a personal secretary. “As per the 2012 recruitment norms, the minimum qualification for direct recruitment to third-grade posts is higher secondary. Therefore, Tabrez Alam cannot be appointed,” the department stated.
Congress Targets BJP Over Nepotism, Job Promises
Reacting to the viral letter, the Chhattisgarh Congress accused the BJP government of hypocrisy, alleging that while qualified youths are unemployed, the government is favoring underqualified individuals close to ministers.
In a social media post, the party wrote,“The BJP promised one lakh jobs and regularization of contract workers, yet educated youths remain jobless. Now, the government is trying to appoint an eighth-pass person on contract and calling it good governance.”
Congress spokesperson R.P. Singh also criticized the move, questioning why the minister was insistent on appointing his eighth-pass aide. Though the letter is over ten days old, it continues to circulate widely online, intensifying political debate in the state.
