The 80th Independence Day speeches by Madhya Pradesh Chief Minister Mohan Yadav and Chhattisgarh Chief Minister Vishnu Deo Sai offered two distinct development roadmaps for central India.

Farmers Get Major Focus
Madhya Pradesh: Yadav said 2026 is being observed as the Year of Farmers’ Welfare. The state is focusing on fertiliser and seed availability, irrigation, electricity, MSP-based procurement, crop insurance, price-difference payments and farmer welfare funds. He said more than ₹3 lakh crore had been transferred to farmers through various schemes during the previous two and a half years. Farmers whose land is acquired for government schemes will receive compensation equal to four times the applicable amount, while the Kavach scheme aims to provide additional economic security.
The state also aims to raise gross irrigation capacity to 100 lakh hectares by 2028-29, with the ₹44,600-crore Ken-Betwa project and Sleemanabad Tunnel among the major water initiatives.
Chhattisgarh: Sai highlighted paddy procurement at ₹3,100 per quintal for up to 21 quintals per acre. Farmers shifting from paddy to pulses, oilseeds, maize, kodo, kutki and ragi can receive a ₹15,000 exchange grant under the Krishak Unnati Yojana. The state has also approved more than ₹11,000 crore for expanding irrigation.
Who gets the stronger immediate farmer-focused package? Chhattisgarh’s announcements are more directly tied to procurement and crop diversification, while MP has combined income support with a larger irrigation and agricultural infrastructure push.
Women See Different Benefits
Women remain a major constituency in both states, but the two governments highlighted different measures.
In Madhya Pradesh, Yadav highlighted the Ladli Behna Yojana, which supports around 1.25 crore women, and Ladli Laxmi Yojana, which covers more than 53.55 lakh girls. He also referred to a state Assembly resolution concerning one-third reservation for women and delimitation.
The Chief Minister also highlighted the Lakhpati Gopalak Didi Yojana, which seeks to increase women's earnings through dairy activities, breed improvement and calf rearing.
In Chhattisgarh, Sai pointed to the Mahtari Vandan Yojana, under which ₹19,444 crore has reportedly been transferred to women's bank accounts. He also said 13.85 lakh women in the state had become Lakhpati Didis.
A fresh announcement, ‘Meri Beti-Mera Abhiman’, will provide toilets for girls in 6,671 government schools.
Students Get New Opportunities
Madhya Pradesh declared 2027 as the Year of Youth, with a seven-pillar strategy covering education, skills, entrepreneurship, employment, startups, sports, research and leadership. The government plans to provide skill training to more than one lakh young people through ITIs over the next year and around 10,000 annually at the Global Skill Park.
The state also plans a dedicated placement cell connecting trained youth with industry.
Chhattisgarh took a more recruitment-focused approach. Sai announced reforms to make competitive examinations more transparent and said the state has created the Chhattisgarh Staff Selection Board for Class III and IV recruitment.
The state will also introduce assistance for candidates preparing for NEET, JEE, CLAT, Railway, SSC, banking, PSC and UPSC examinations.
Jobs and Employees
For employment, MP set an ambitious target of providing public-sector employment opportunities to more than one lakh youths every year in the coming period. The government also plans to train young people who dropped out after Class 10 and connect them with employment opportunities within and outside the state.
Chhattisgarh announced 10% reservation for Agniveers completing four years of military service in direct recruitment for police constable, forest guard and jail guard posts. It also reported 7,000 police recruitments and ongoing recruitment for 3,946 teaching posts and 1,235 power-sector posts.
For existing government employees, MP highlighted progress on promotions, saying more than 67,000 employees had received promotion benefits.
Bigger Development Push
The two speeches also revealed different development narratives.
Yadav placed investment and industrialisation high on the agenda. MP plans an MSME park in every district, 10 clusters and 100 new incubation centres. The state is also preparing for the Global Investors Summit 2027.
Sai used the first Independence Day after Chhattisgarh was declared free from armed Maoists to frame Bastar’s reconstruction as the state’s next major mission. More than 39 lakh people in Bastar have benefited from saturation of 31 schemes and 14 community facilities, while schools are reopening and new Education Cities are being developed.
What Happens Next?
The announcements now move from political speeches to implementation.
For MP, the immediate tests will include youth skill training, employment delivery, farmer support and progress towards the 100-lakh-hectare irrigation target. The government will also have to translate its women’s empowerment and investment commitments into measurable outcomes.
