The Congress party will hold a high-level training programme for its newly appointed district and city presidents on February 10, 2026, in New Delhi, with Leader of Opposition Rahul Gandhi leading key sessions. The initiative aims to strengthen the party’s grassroots structure ahead of upcoming political challenges.
The one-day orientation will take place at Indira Bhawan on Kotla Road from 10:30 a.m. to 7 p.m. District presidents from Chhattisgarh, Jammu & Kashmir, Himachal Pradesh, Punjab, Rajasthan, Jharkhand, Odisha, and Tamil Nadu, among other states, are scheduled to attend. The programme is being conducted under the leadership of Congress President Mallikarjun Kharge.
Party officials describe district presidents as the “backbone of the organisation,” responsible for translating national strategy into local mobilisation. The training is designed to equip them with ideological clarity, organisational discipline, and modern campaign skills.
Two-Phase Mandatory Training
According to an official communication issued by the party, the programme will be conducted in two phases. The February 10 session will serve as an introductory orientation, followed by a 10-day residential training camp at a later date. Attendance at both phases has been made mandatory for all newly appointed district chiefs.
Rahul Gandhi is expected to address the gathering and engage directly with participants through interactive discussions. Sources said there will also be one-on-one interactions, allowing district leaders to present ground-level political realities, social dynamics, and organisational concerns from their respective regions.
Focus on Organisation and Digital Strategy
Training modules will cover booth-level strengthening, media coordination, public communication, and social media outreach. Leaders will also receive guidance on digital campaigning, grassroots mobilisation, and building sustained public movements.
Party insiders say the move reflects Congress’s effort to modernise its structure while maintaining its traditional emphasis on cadre-based politics. The leadership believes a well-trained district network is essential to reviving the party’s performance in state and national elections.
Logistical Guidelines Issued
Participants have been advised to prepare for Delhi’s winter weather and carry warm clothing. Those with medical conditions have been instructed to bring prescribed medicines. Comfortable footwear has also been recommended for physical activities scheduled during the residential phase. All luggage must be clearly labelled with contact details.
Further instructions will be issued once the final schedule of senior leaders is confirmed.
The training drive signals Congress’s push to rebuild its organisational machinery through structured leadership development at the district level.
