Voting Rights Secure Even If Name Absent in 2003 List: SIR Deadline Extended to December 11

The Election Commission of India (ECI) has issued a revised schedule for the ongoing Special Intensive Revision (SIR) across 12 states and Union Territories. All previously announced deadlines have been extended by a week under the updated program.
As per the new schedule, citizens turning 18 by January 1, 2026, are eligible to be included in the voter list. The enumeration period has also been extended by a week; BLOs will now distribute and collect enumeration forms (EF) until December 11, 2025. Polling stations will be reorganized where necessary within the same timeframe.
A key concern among voters in Chhattisgarh has been whether inclusion in the 2003 voter list is mandatory. Collector Gaurav Singh clarified that even if an individual’s name is not in the 2003 list, voting rights remain unaffected. Filling the SIR form requires only a valid current voter ID.
Three Categories for Name Inclusion:

Names present in the 2003 voter list.

Names of parents absent but grandparents listed—link yourself to the grandparent’s record.

Names missing entirely—use your current voter ID to fill the form. After submission, your name will appear in the updated voter list following verification.
A verification process involving notice, hearing, and submission of valid documents (such as Aadhaar or Class 12 certificate) will ensure your name is officially added.
Chhattisgarh’s Performance:
The state has achieved nearly 100% distribution of EF forms, but digitization lags at 83.55%, placing it 8th among 12 regions. Final voter list preparation will occur from December 12-15, draft inspection by December 16, objection redressal till February 7, 2026, and the final list will be published on February 14, 2026.
For married women, instructions specify whether to use pre- or post-marriage details, depending on 2003 list presence. Even if no ancestral records exist, forms should still be submitted for verification.
