Winter Session: Congress Protests National Herald Case in Chhattisgarh Assembly; Government Faces Heat on MGNREGA, Panchayats and Education

The fourth and final day of the Chhattisgarh Assembly’s winter session began on a tense note on Wednesday, with Congress legislators staging a protest over the National Herald case. Senior leaders, including former chief minister Bhupesh Baghel and Assembly Speaker Charandas Mahant, entered the House holding placards reading “Satyamev Jayate” to register their opposition.
Proceedings were underway amid indications of sharp exchanges between the ruling BJP and the opposition. Key discussions during the day focused on MGNREGA, panchayat governance, school education, industry and the environment. During Question Hour and Calling Attention motions, confrontations were expected over pending payments under MGNREGA, lack of work for job card holders and alleged corruption at the panchayat level. BJP legislators countered by highlighting alleged irregularities during the previous Congress government and defending the performance of current schemes.
On Tuesday, the third day of the session, Finance Minister O.P. Choudhary presented a ₹35,000-crore supplementary budget, triggering a heated debate. While the treasury benches termed it the largest supplementary budget in the state’s history and said it would accelerate development, Congress legislators questioned its timing and intent, alleging rising debt and lack of a clear vision.
The House also witnessed debates on industrial investment, environmental clearances and local employment, with the opposition seeking accountability and the government citing new investment proposals and balanced development.
Several other issues surfaced during Zero Hour. BJP MLA Sushant Shukla raised concerns over alleged irregularities in the conversion of APL ration cards to BPL, prompting a rebuttal from Food Minister Dayaldas Baghel, who said only 19 cases of discrepancies had been found and action was underway.
The Assembly also discussed flood-related losses in Bastar, with the Revenue Minister acknowledging 12 deaths, while road repairs, land sale cases in Raipur, the Jal Jeevan Mission and delays in healthcare infrastructure projects came under scrutiny. The government assured the House that construction of a proposed cancer clinic and super speciality hospital in Jagdalpur would begin in January.
With tempers high on both sides, the final day of the session was marked by sustained debate and political sparring.
