The training session, which commenced at 9:00 AM at the Atal Bihari Vajpayee Institute of Good Governance and Policy Analysis (AIGGPA) in Bhopal, saw the participation of 63 newly appointed leaders who hold minister-equivalent status. The five-hour intensive program concluded around 2:00 PM, focusing heavily on administrative protocols and the limits of executive power.

"There have been historical instances of turf wars between corporation heads and departmental secretaries over financial approvals and routine decision-making," an official, speaking on the condition of anonymity, stated.
