BVG Begins Work at MGM College Despite Government Ban, Triggering Administrative Standoff

A fresh controversy erupted at Maharaja Yeshwantrao Hospital (MYH) and MGM Medical College on Monday after Bharat Vikas Group (BVG) India Ltd unexpectedly began on-ground housekeeping and security operations despite explicit government orders prohibiting the company from taking charge. The deployment, carried out through HLL Infra Tech Services Ltd (HITES), immediately drew objections from both the Directorate of Medical Education (DME) and the college administration.

BVG staff arrived in uniform early in the morning, reporting to various hospital units and triggering confusion among existing teams. The college administration responded by instructing guards and workers in BVG attire to leave the premises. Dean Dr. Arvind Ghanghoriya said the college had warned HITES that no payments would be released if BVG continued operating on campus.

“We have clearly informed HITES that BVG is not approved. If they proceed with deployment, the college will not make any payment,” the Dean said.

The DME also issued a second notice on Monday, reiterating that BVG cannot be appointed under any circumstances. The department reminded HLL that BVG had been blacklisted from five government medical colleges between 2018 and 2019 for serious lapses, including lack of a PASARA licence, missing equipment, inadequate staffing, payroll delays and non-functional biometric systems. The letter further stated that any expenditure incurred would be the sole responsibility of HLL and would not be reimbursed by the state.

The dispute traces back to the removal of Agile Security following two infant deaths caused by rat bites in the pediatric surgery unit. While HLL was directed to propose new alternatives, the DME maintains that no request for BVG’s approval was ever submitted. Despite this, HLL issued internal orders on November 21 instructing MGM Medical College to shift all services to BVG by November 30.

With BVG now present on the ground, the college refusing acceptance, the DME withholding financial clearance and HLL bypassing approval protocols, the overhaul of MYH’s security and sanitation systems has entered a deadlock. Senior officials are examining how BVG was allowed to take charge despite two written prohibitions, and further departmental action is likely in the coming days.
