Controversy erupts over MP Human Rights Commission: Raising worries about fairness in organisation

Before the meeting at CM House this evening regarding the appointments,      Leader of Opposition Umang Singhar has raised objections regarding the appointments of Chairman and members in the Human Rights Commission.

Leader of Opposition said - Today a committee meeting has been called under the chairmanship of the Chief Minister to fill the vacant posts of Chairman and members of the Madhya Pradesh Human Rights Commission. There are several objections to these proposed appointments.

Opposition's objections to Commission appointments

The Leader of Opposition asked whether nominations are being made or applications have been invited ? The Leader of Opposition alleges that Supreme Court and High Court orders are not being followed in appointments. The government had filed an affidavit in court before the last Lok Sabha elections that appointments would be made within three months. That was not followed.

Singhar said, it is mentioned in the Human Rights Commission Act that appointments should be made within three months of completion of tenure.

But no appointments have been made for the last two-three years. What are the qualifications of the members who have been nominated?

Committee members-

  • CM - Chairman
  •        Assembly Speaker - Member
  •       Minister in charge of Home Department - Member
  • Leader of Opposition - Member

    Applications received for Judicial Member in MP

    Manohar Mamtani (Former Member MP Human Rights Commission)- Served as member of MP Human Rights Commission from September 5, 2017 to April 29, 2018 and from November 25, 2022 to May 9, 2025. Ramesh Kumar Soni (Retired Principal District and Sessions Judge Indore)- Currently serving as Legal Member in Meghalaya State Electricity Regulatory Commission.

    Shobha Porwal(Retired Principal District and Sessions Judge Indore)- Currently serving as Chairperson of Permanent Lok Adalat Agra UP.

    Assembly PS also a contender

    Assembly Principal Secretary AP Singh has also applied as Administrative Member in MP Human Rights Commission. Rajiv Tandon's term for this position in the commission ended just three days ago on September 26.

    Same person being given charge of chairman repeatedly

     The Leader of Opposition asked why this entire process is being done so secretly and in hiding? Raising questions about the post of Chairman of Human Rights Commission, Singhar said why is the same person being repeatedly selected and given charge as chairman? The government is openly violating the Human Rights Commission Act.

    The Leader of Opposition said, today a meeting of the Human Rights Commission has been called. The Human Rights Commission is a temple of justice.

    Its foundation is laid on constitutional values. I hope that in today's selection meeting, the Chief Minister will do justice regarding the rights of the people of the state.

    Position name changed

    The Leader of Opposition alleged that there is a position of judicial member in the Human Rights Commission but, to benefit a specific person, the position has now been renamed as administrative member and an application has been invited.

    The applications that have been called include applications from selected sections of society only.

    To benefit special people, information about vacant posts was given confidentially only to those people and applications were invited from them only.
