Gwalior High Court's big decision: Merit of guest teachers will be determined on the basis of 2019 circular

The Gwalior High Court of Madhya Pradesh has given a big relief to the guest teachers. The court has directed to implement the category based merit system as per the 2019 circular by amending the merit system prescribed in the 2023 circular.

Let us tell you that in the 2019 circular, there was a provision to prepare merit in four categories from PHD to PG. In the 2023 circular, provision was made in merit on the basis of PG marks. Now the Gwalior High Court has ordered to include the category system in the 2023 circular.

This decision came after hearing the petition of Dr. Dinesh Kumar Chaturvedi, in which he described the 2023 circular as lowering the level of education. Earlier, the qualification of guest teachers was divided into four categories.

What is the category system?

In the 2019 circular, four categories (C-1 to C-4) were determined based on the educational qualification of guest teachers. First, C-1 means the highest Ph.D. with NET/SLET qualification. Second, intermediate categories from C-2 to C-3 were included. Third, in C-4, the minimum eligibility was only postgraduate (PG).
