Man Harasses Minor Girls Outside Indore Coaching Centre, Released Twice on Apology

A coaching centre operator in Pardeshipura accused local resident Vijay Singh Jhala of repeatedly exposing himself, making obscene gestures, and luring minor girl students with candy outside her institute.
The woman filed a complaint Monday with Police Commissioner Santosh Singh, providing video evidence of the incidents. She alleges Jhala, partially undressed at times, threatens to shoot when confronted, terrifying students and parents.
Police detained Jhala twice—once after an initial complaint and again on December 19 following a 112 emergency call—but released him each time after he submitted a written apology. No FIR was registered despite the videos.
The complainant says the lenient handling emboldened Jhala, who resumed threats and abuse immediately after release. She was turned away when demanding an FIR, told to return later for the station house officer.
Jhala has a prior Arms Act case from MG Road police station involving alleged illegal weapons trade.
The episode contradicts recent commissioner directives for prompt FIRs in cases involving women and minors, alongside stronger beat patrols.
