MP Targets Permitless Buses with New Fine

Madhya Pradesh Governor clears the Motor Vehicles Taxation Amendment Act 2025, introducing per-seat fines for buses operating without permits.

Governor Mangubhai Patel has approved the Madhya Pradesh Motor Vehicles Taxation (Amendment) Act 2025. Operating a bus without a permit will now be costly. Under this amendment, passenger buses, school buses, and public or private service vehicles will be fined ₹1,000 per seat for operating without a valid permit.

Fine will now be four times the outstanding tax.
If a bus with 40 seats is operating without a permit, a total fine of up to ₹40,000 can be issued. This rule applies to all commercial vehicles to ensure road safety and compliance with rules. The penalties for not paying not only permits but also vehicle taxes on time have become stricter. The penalty will now be four times the outstanding tax.
For example, if you owe ₹10,000 in taxes, the fine could be up to ₹40,000. Additionally, if lifetime taxes are not paid, an additional 10% of the lifetime tax will be charged for each year or part of a year. These changes have been made to Section 13 of the Madhya Pradesh Motor Vehicles Taxation Act, 1991.

The Act was recently passed by the Legislative Assembly and will now become legally enforceable after the Governor's approval. The Transport Department has appealed to vehicle owners to update their permits and taxes as soon as possible.
