The Kanpur Development Authority (KDA) has intensified its enforcement drive against coaching institutes operating without proper safety compliance, sealing more than 30 centres in the city's prominent coaching hub, Kakadeo. The action follows the recent fatal fire incident at a coaching centre in Lucknow, which raised serious concerns about student safety and emergency preparedness across educational institutions in Uttar Pradesh.

Acting on directions from the state government, KDA launched a large-scale inspection campaign to identify coaching institutes violating building usage norms, fire safety regulations, and approved construction plans. Officials found that several institutes were operating commercial activities from residential buildings without obtaining the necessary permissions. Authorities said the crackdown aims to prevent accidents and ensure that thousands of students studying in the area are not exposed to avoidable risks.

The inspection drive began with multiple teams surveying buildings across Kakadeo, one of North India's largest coaching centres. By Monday night, 16 institutes had been sealed, and the number crossed 30 by Tuesday afternoon as inspections continued throughout the area.

Focus on Student Safety

Officials said the primary objective of the campaign is to ensure that coaching centres meet basic safety standards. Buildings lacking fire-fighting equipment, emergency exits, or proper evacuation arrangements have come under particular scrutiny.

KDA Secretary Abhay Pandey stated that student safety remains the administration's top priority. According to officials, thousands of aspirants from different parts of the country come to Kakadeo every year to prepare for competitive examinations, making compliance with safety norms essential.

Authorities have warned that institutions found violating construction rules, occupancy regulations, or fire safety requirements will face strict action, including sealing and legal proceedings under relevant laws.

Basements Under Scanner

A significant focus of the inspection drive has been on the use of basements. Officials reported that several coaching centres were operating from basement areas without approved plans or adequate emergency measures.

Such arrangements can become highly dangerous during emergencies, particularly fires or structural incidents. Inspection teams have therefore been instructed to verify whether buildings have valid approvals and sufficient safety infrastructure before allowing operations to continue.

Sources familiar with the exercise said authorities are checking each building individually and documenting violations to ensure that enforcement actions are legally sustainable.

Previous Enforcement Drive

KDA officials noted that this is not the first action taken against coaching institutes in Kakadeo. Approximately six months ago, another special campaign resulted in the sealing of more than 100 basements and coaching facilities for similar violations.

However, the current operation is broader in scope and more comprehensive. Inspection teams have been directed to cover every street and commercial property in the locality to identify potential safety hazards and regulatory breaches.

The latest crackdown highlights growing concerns over safety standards in educational institutions following recent incidents across the state. Experts believe stricter enforcement of building and fire safety norms is necessary to protect students and staff in high-density educational zones.
