“Statesman India Party (Intellectual)”  Intensifies Campaign for Administrative Training of Elected Leaders 

A fresh political debate over governance reforms has emerged in political and social sectors after Rajasthan based political party “ Statesman India Party (Intellectual)” or “ SIPI ” launched a statewide campaign calling for mandatory administrative training for elected Members of Parliament and Members of Legislative Assemblies. The party has begun reaching out to students, young professionals, intellectual groups and civil society organizations, urging them to support what it describes as a “structural reform in Indian democracy.”

 

According to party leaders, the current political system allows individuals to directly enter positions of immense administrative responsibility after winning elections, even if they have little or no understanding of governance, economics, public administration or policymaking. The party argues that while bureaucrats, judges, military officers and other public officials undergo years of training before assuming responsibility, elected representatives are not required to possess any formal administrative knowledge despite making crucial decisions affecting millions of citizens.

 As part of its newly launched campaign, the party has organized public meetings, youth interactions and social media outreach programs across several districts of Rajasthan, including Jaipur. Party workers distributed pamphlets explaining the proposed system and appealed to young voters to support a “ knowledge-based political administration model.” The campaign is expected to expand beyond Rajasthan in the coming months.

 “Winning Elections Alone Is Not Enough”: Statesman India Party (Intellectual) 

The proposal suggests that every elected MP or MLA should undergo a structured training program after elections and before assuming administrative responsibilities. The proposed curriculum includes practical knowledge of economics, sociology, constitutional law, scientific thinking, business environment, international relations, budget management, rural administration, disaster management and public policy implementation. The party claims that such training would make governance more efficient, transparent and professional. 

 Viraj Jan Party—The real architect of the debate 

Political observers say the idea is gradually turning into one of the most unusual governance debates in recent regional politics. Interestingly, the concept was originally introduced several years ago by Viraj Jan Party and its founder Prashant Kumar Saini . At that time, the party President “Prashant Kumar Saini” had argued that democratic representation should not be disconnected from administrative competence. According to the original proposal, if senior government officers are required to clear examinations and undergo training before handling administration, elected lawmakers should also possess a minimum level of governance-related understanding.

However, while the initial idea was conceptual in nature, Statesman India Party (Intellectual) later expanded it into what it calls a “practical governance framework.” Party officials claim they have developed detailed clauses covering training duration, evaluation systems, subject modules, practical administrative exposure and accountability mechanisms. The organization believes the model can eventually become part of a broader institutional reform process in India.

The emergence of “ Statesman India Party (Intellectual)” which is also known as “ SIPI ” itself has become a subject of political discussion in Rajasthan. The party was formed by members and leaders who were previously associated with both Viraj Jan Party and Arjun Bharat National Party. Political analysts describe it as one of the major ideological breakaway groups that emerged following internal differences within these organizations.

While Viraj Jan Party projected itself as a secular and administrative reform-oriented political organization, Arjun Bharat National Party gradually adopted a Hindu-oriented political identity and launched campaigns focused on strengthening Sanatan Dharma and Hindu unity. Amid these ideological divisions, a section of members advocating intellectual politics, governance reforms and policy-driven administration separated and eventually formed “ Statesman India Party (Intellectual)” or “ SIPI ”.

The party positioned itself as an “intellectual political platform” focused on administrative efficiency, institutional reforms and evidence-based policymaking rather than identity-based politics. Since its formation in 2023, the organization has repeatedly emphasized governance quality, professional leadership and structured administration as its core agenda.

Arjun Bharat National Party has strongly opposed the idea, claiming that mandatory administrative training could weaken the spirit of democracy and reduce the importance of public mandate. Party leaders argue that elections themselves are the ultimate test of leadership and that imposing additional qualifications after elections could create barriers for grassroots leaders, rural representatives and religiously active communities.

The party has also alleged that such a system could indirectly favor urban educated elites while reducing political participation from ordinary citizens. According to its leadership, democracy should be based on people’s trust rather than administrative certification.

Another major controversy surrounding the proposal is the corruption debate. Arjun Bharat National Party has claimed that training alone cannot eliminate corruption and may even increase it, drawing comparisons with the bureaucracy where trained officers are still frequently accused of taking bribes and misusing authority.
