All-Party Meeting Ahead of Budget Session Begins; Parliament to Convene on January 28

An all-party meeting convened by the government ahead of Parliament’s Budget Session began on Monday, with participation expected from Members of Parliament representing more than 35 political parties. The meeting aims to build consensus on legislative business and ensure smooth functioning of the session, which is scheduled to commence on January 28 with the President’s address to a joint sitting of both Houses.

According to Parliamentary Affairs Minister Kiren Rijiju, the meeting is being held in the Main Committee Room of the Parliament House Annexe and is chaired by Defence Minister Rajnath Singh. Leaders from across the political spectrum are expected to raise key concerns, flag priority issues, and outline expectations from the Budget Session.

The Budget Session will open with President Droupadi Murmu’s address to the Lok Sabha and Rajya Sabha on January 28. Finance Minister Nirmala Sitharaman will present the Union Budget for 2026 on February 1, which falls on a Sunday. This will be Sitharaman’s ninth consecutive budget and the third full budget of the Modi 3.0 government.

Parliamentary schedules indicate that the Lok Sabha has tentatively earmarked February 2 to 4 for discussion on the motion of thanks on the President’s address. There will be no Zero Hour on January 28, the opening day of the session, and on February 1, the day the Budget is presented.

The Budget Session is slated to run until April 2, with a recess in between. The first phase will continue until February 13, followed by the second phase from March 9 to April 2. In total, the session will have 30 sittings, during which several key legislative proposals are expected to be taken up.

At least nine bills are currently pending in the Lok Sabha. These include the Developed India Education Foundation Bill, 2025; the Securities Market Code, 2025; and the Constitution (129th Amendment) Bill, 2024. Most of these are under examination by parliamentary standing committees or select committees and could return to the House for discussion during the session.

Ahead of the government’s outreach, the Congress convened a meeting of its parliamentary party’s Strategy Group to finalise its approach for the session. The meeting is scheduled to be held at the residence of Congress Parliamentary Party chairperson Sonia Gandhi.

The Budget Session comes amid mixed economic signals and global uncertainties. India’s economy is estimated to be growing at 7.4%, while a recent State Bank of India report projected that the Centre’s capital expenditure could cross ₹12 lakh crore in FY27, reflecting a continued focus on infrastructure-led growth.

With a packed legislative agenda and the Union Budget at its core, the coming weeks are expected to witness intense debate and political engagement in Parliament.
