Governor taking too much time to approve the bill? PRS report raises questions on opposition's claim

The claims of opposition parties about the Governor and the President taking too much time to consider the bills seem hollow. According to a report by thinktank PRS Legislative Research, in 2024, 60 percent of the bills in the states were approved by the Governor within a month.

Only 18 percent of the bills took more than three months to get final approval. The states where it took more than three months to approve the bills include Congress-ruled Himachal Pradesh, Trinamool-ruled Bengal and Sikkim Krantikari Morcha-ruled Sikkim.

In Himachal, 72 percent of the passed bills took more than three months to get approval. In Bengal, 38 percent of the passed bills took more time to get approval. In Sikkim, 56 percent of the passed bills took more time to get approval (these include bills awaiting approval till April, 2025).

According to the report, in states like Arunachal Pradesh, Bihar, Delhi, Mizoram and Rajasthan, all the bills were approved within a month. At the same time, 60 percent of the bills in all the states took less than a month to get approval from the Governor.

The report also points out problems regarding the convening of the session and the Governor's address in some states, as the assembly session begins with the Governor summoning the House and ends when the Governor adjourns it. In 2023, the Punjab government had approached the Supreme Court, stating that the Governor was not convening the budget session.
