Naxals Announce Plans to Surrender Before State and Home Ministers

Hundreds of Naxals from the Special Zonal Committee of Madhya Pradesh, Maharashtra, and Chhattisgarh (MMC) have expressed their intention to lay down arms and return to the mainstream. MMC spokesperson and leader Anant stated that all members of the committee plan to surrender together on 1 January, requesting the governments to temporarily halt anti-Naxal operations until then.

This week marks the issuance of Anant’s second formal notice regarding surrender. The first, released last week, had set 15 February as the tentative date for disarmament. In the latest notice, he has set 1 January as the target date. The Naxals have also appealed to the Chief Ministers and Home Ministers of the three states to suspend operations temporarily and have pledged to surrender directly in front of them.

Communication with Cadres

Anant’s notice also provided an open Baofeng radio frequency (435.715 MHz) to communicate with fellow cadres. Daily discussions are scheduled from 11:00 to 11:15 a.m. until 1 January. This is reportedly the first time the group has openly shared a radio frequency for coordination.

Baofeng radios are handheld walkie-talkies capable of long-distance communication without mobile networks, commonly used in security, event management, wildlife operations, and remote fieldwork.

Call for Discipline and Suspension of Activities

In his notice, Anant urged cadres to suspend all militant activities during this process, warning against any disruptive actions. He emphasized that the MMC would not observe the PLGA week this year.

Earlier, on 22 November, Anant had requested the three state governments to allow until 15 February for a peaceful surrender, citing the need for internal consultations among members before collectively laying down arms. He stressed that the MMC’s decision follows its principles of democratic centralism and requires careful coordination with all cadres.
