Following the Lucknow tragedy, a joint team in Bhilai inspected 70+ coaching centers, sealing 8 for packing hundreds of NEET-JEE students into tiny rooms.
Every year, thousands of students from various districts across Chhattisgarh flock to the industrial hub of Bhilai to prepare for highly competitive exams like NEET and JEE. However, a major joint inspection has exposed shocking structural and fire safety violations across these institutes, potentially putting thousands of young lives at risk.
Triggered by a recent tragedy in Lucknow where a building mishap claimed the lives of 15 students, the local administration launched an aggressive multi-agency sweep across the city. The findings have left parents distressed: hundreds of students are packed into tiny, suffocating rooms with virtually zero emergency escape routes.
One-Foot Passageways and Locked Terraces
The joint inspection team—comprising officials from the District Administration, Bhilai Municipal Corporation, and the State Disaster Response Force (SDRF)—inspected over 70 coaching institutes. The structural layouts in prominent hubs like the New Civic Center resembled virtual death traps.
Investigators noted that several three-story commercial buildings housing multiple coaching centers featured just a single entry-and-exit passage, measuring barely one to two feet in width.
Critical Safety Violations Documented:
├── Escape Routes: Corridors restricted to 1–2 feet wide
├── Structural Blockades: Windows covered with iron grills and massive PVC promotional banners
└── Roof Access: Terrace exit gates locked uniformly across centers
The presence of heavy iron grills on windows, completely covered from the outside by massive marketing banners and flex boards, means that in the event of a fire, students would be entirely cut off from rescue ladders and unable to escape. To make matters worse, inspectors found the terrace exit gates locked at almost every facility.
Space So Tight Students Can't Place Bags on Tables
Inside the classrooms, the situation was equally grim. Institutes were found packing 100 to 200 students into rooms designed for a fraction of that capacity.
Visuals from the ground showed students crammed shoulder-to-shoulder, with barely enough space to place their backpacks on the desks.
"We inspected facilities where ventilation was non-existent. Overcrowding is so severe that it severely compromises basic human safety, let alone creating a conducive learning environment," a senior SDRF official noted during the drive.
70+ Notices Issued; Operators Ignored Previous Warnings
This is not the first time Bhilai's coaching industry has come under the scanner. The SDRF had issued comprehensive safety notices to these identical establishments last year, demanding immediate infrastructural upgrades. However, operators failed to implement any changes.
This time, the administration has taken a tougher stance. While over 70 coaching centers have been served fresh notices with a strict three-day compliance window, the team has already sealed 8 prominent institutes to send a clear message to the local operators' union.
More Institutional Seals Expected in Coming Days
Bhilai currently houses over 150 registered and unregistered coaching centers, and officials indicate that not a single institute checked so far complies 100% with standard national building codes or fire safety norms.
District Fire Officer Nagendra Singh confirmed that the ongoing crackdown will intensify. "We have given them a window to rectify basic errors, but given that fundamental rules are being openly flouted, sealing actions were inevitable. Eight centers are closed as of today, and more will face the lock over the next 48 hours. We are compiling a definitive report for the state government to enforce permanent structural guidelines," Singh stated.
