Private schools protest RTE reimbursement delay; April 18 shutdown announced as part of ongoing agitation in Chhattisgarh
Raipur protest decision
Private schools across Chhattisgarh will remain closed on April 18 as part of an intensified protest over pending revisions in Right to Education (RTE) reimbursement. The decision was taken by the Chhattisgarh Private School Management Association during its state executive meeting held on April 14.
The move marks a significant escalation in the ongoing agitation, which began on March 1, drawing attention to long-standing financial concerns faced by private institutions.
Black band protest
Ahead of the complete shutdown, school operators and teachers will wear black bands on April 17 while continuing their duties. The symbolic protest aims to register dissent without disrupting academic activities for that day.
Association members said the gesture is intended to highlight their grievances while maintaining minimal inconvenience for students.
RTE admission halted
As part of the non-cooperation movement, private schools have already stopped admitting students from economically weaker sections under the RTE Act through the lottery system conducted by the School Education Department.
According to the association, this decision was implemented earlier in March and continues to remain in effect until their demands are addressed.
Demand for transparency
The association has formally communicated its concerns to the School Education Minister, urging the government to make public the per-student expenditure incurred in government schools.
This, they argue, is necessary to ensure a fair calculation of reimbursement provided to private schools under the RTE framework.
Financial strain cited
Office bearers of the association stated that the reimbursement rates have not been revised since 2011. This prolonged delay, they claim, has led to mounting financial pressure on private institutions, many of which are struggling to sustain operations.
They emphasised that rising operational costs, including staff salaries and infrastructure maintenance, have further widened the gap between actual expenses and government compensation.
Officials informed
Association president Rajeev Gupta and secretary Moti Jain have submitted representations to the authorities, seeking urgent intervention. According to officials familiar with the matter, the state government has been apprised of the protest plans and the reasons behind them.
However, there has been no immediate official response regarding a revision in reimbursement or a policy shift.
Impact on students
The shutdown on April 18 is expected to affect thousands of students across private schools in the state. While April 17 will see regular classes with symbolic protest, the complete closure may disrupt academic schedules.
Parents and guardians have expressed concern over recurring disruptions, especially with the academic session underway.
What lies ahead
The association has indicated that further steps will depend on the government’s response in the coming days. If no resolution is reached, the agitation may intensify with additional measures.
The issue remains a key Public Interest Story under the broader India News Update, as stakeholders await clarity on policy changes and financial support mechanisms for private schools under the RTE Act.
