High Court Warns of Traffic Violations by Influential Citizens; Orders Chief Secretary to Submit Affidavit

The Chhattisgarh High Court has expressed strong concern over increasing incidents of stunts, reckless driving, and roadside birthday celebrations on state roads and national highways. A division bench comprising Chief Justice Ramesh Sinha and Justice B.D. Guru observed that wealthy and influential individuals are openly flouting traffic rules, and government guidelines remain largely unimplemented on the ground.
The court has directed the state’s Chief Secretary to submit a sworn affidavit detailing the steps taken to enforce traffic regulations. It warned that if strict action is not ensured, the court will issue necessary directives. The next hearing is scheduled for December 4.
Recent Incidents Highlight Concerns
On River View Road in Bilaspur, a young man was filmed performing stunts while sitting on a car bonnet, claiming dominance over the area. The video went viral on social media, prompting police to initiate a search and file a case. Deputy Advocate General Shashank Thakur informed the court that the vehicle has been seized and an FIR lodged.
In another incident, Medical Officer Dr. Anit Bakhla celebrated his birthday on National Highway-43 in Baikunthpur, Korba district, setting off fireworks on the road. The court noted the recklessness, highlighting that even a government official disregarded traffic norms. FIRs have been registered under relevant sections of the Indian Penal Code and Motor Vehicle Act. The vehicle is yet to be seized as the officer is out of town but will be confiscated soon.
Court Criticizes Enforcement Gaps
The bench noted that these violations are mostly by affluent citizens ignoring court directives. Earlier affidavits submitted by the Chief Secretary claimed that all officials had been instructed to follow guidelines, but the rising incidents indicate a lack of implementation at the ground level.
The High Court’s intervention underscores the urgent need for strict enforcement of traffic laws to ensure road safety and prevent lawlessness by influential individuals.
