NSUI Alleges Crores Fraud in NRI Quota Admission

NSUI has alleged that NIIT seats in private medical and dental colleges are being sold for ₹1–1.5 crore each, exposing a massive admission fraud under the NRI quota.

In a press conference in Bhopal, the capital of Madhya Pradesh, NSUI has alleged fraud worth crores in admissions in NRI quota in private medical and dental colleges. NSUI state vice-president Ravi Parmar said- the spirits of the education mafia are high. The government is not taking strict action.

He said- There has been a scam in the state regarding 15% admissions from NRI quota. Illegal business is going on in the quota. NEET counseling is going on in the state. Seats are being sold for one to one and a half crore rupees. Departmental ministers and officials are also involved in the matter.

Rigging in admission is being done on the basis of fake certificates of freedom fighters. Fraud is also being done in the native certificate of MP. Documents are not being uploaded on the public portal in the state, whereas in other states including Maharashtra, documents are uploaded on the portal which are related to admission. There should be a judicial inquiry into the matter. There should be an inquiry by retired High Court judges. Big irregularities are also being done in non-clinical and clinical courses.

The future of poor and brilliant students is ruined

The NSUI said that with the connivance of the government and the operators of private medical colleges and universities, illegal earnings of Rs 800 to 1000 crores are being made every year through this fraud. The education mafia also gives a share of the illegal earnings to the departmental minister along with the senior officials of the department, due to which the complaints of students and student organizations are suppressed every time. This is ruining the future of the poor and brilliant students of Madhya Pradesh.

NRI quota rules violated - In medical and dental colleges, counseling process is deliberately tampered with. Admissions are given arbitrarily by taking money.

Definition of NRI changed - The MP government changed the definition of NRI contrary to the order of the Supreme Court (W.P. (Civil) No. 689/2017 dated 22-08-2017).

Fake NRI sponsor certificate – Private medical and dental colleges provide fake NRI certificates to students by taking money.

Ignoring Supreme Court order – The court had clearly said that only parents, real siblings, uncles, aunts, maternal uncles, maternal grandparents can sponsor. But here anyone becomes a sponsor by taking money.

Ignoring the definition of dependent (ward) – The Supreme Court had said that the sponsor will have to prove that the student is already a “ward/dependent” and will have to bear the expenses of his studies. But in MP, admission is given only on the basis of affidavit.

Fraud in fee payment – ​​According to the rules, the fee should be paid from the sponsor’s bank account, but here the student or his family members pay the fee. This clearly shows that the sponsor is fake. If the bank accounts of students taking admission through NRI quota in Madhya Pradesh and their sponsors are investigated, the fraud will be exposed.
Fake Resident Certificate – Students studying in 10th-12th from other states are being given admission in medical and dental colleges by charging a huge amount by making fake Madhya Pradesh “Native Certificate”. Whereas as per the rules, the native residents of Madhya Pradesh who were studying in Madhya Pradesh are to be given priority for admission. If seats remain vacant, then students from other states are to be given admission. Due to which the native students of Madhya Pradesh are suffering.
Loss of Madhya Pradesh students – Due to fake NRI admissions, the students of Madhya Pradesh, including the meritorious students of SC, ST, OBC, EWS category, are not getting seats, which is injustice to the students.
Violation of All India Counseling and Rules – It is clearly mentioned in the All India Counseling (MCC) of NEET-UG and NEET-PG (including NEET-MDS, NEET-BDS) that NRI admission will be done as per the Supreme Court order. But in MP this rule and the Supreme Court order are being openly flouted.
Fraud in document verification – DME said that NRI certificates will be verified by the Embassy, ​​whereas along with being verified by the Embassy, ​​as per the rules the verification should be done by the Principal/Officer/Counselling representative of the Government Medical College and all the documents should be made public on the website, but this is not being done in order to give financial benefits to private medical colleges and private universities.
Rigging in NRI seats in Clinical Branch in PG Course – NRIs are not allowed in medical colleges. Seats are reserved for NRIs only in clinical branches (such as dermatology, radiology, medicine, pediatrics, gynaecology, general surgery etc.) which have the highest number of admissions, so that more money can be charged.
Private medical colleges and universities themselves do not get NRI seats allotted in non-clinical branches (anatomy, physiology, pathology, forensics etc.), which is against the rules. While the seats under NRI quota in PG courses should be divided branch-wise, the college operators are applying NRI quota on the total seats in PG courses and selling NRI seats only in clinical branches.

Massive bribery – Rs. 1.5-2 crores per student is charged in MBBS and Rs. 3 crores in PG (MD/MS/MDS).
Violation of court and gazette – M.P. The Government Gazette dated 9 March 2018 and the MCC rule book clearly state that the Supreme Court order should be implemented, but it is not being followed.
