Dhar Textile Park: ₹21,500 Crore Investment, Production Target 2028
Digital Desk
Dhar's PM MITRA Textile Park has attracted ₹21,500 crore in proposals and promises 55,000 jobs. Know land allotment, construction progress and why production may start only in 2028.
The PM MITRA Park has attracted proposals worth more than ₹21,500 crore and promises nearly 55,000 jobs, but several units are only now moving from land allotment to construction.
₹21,500 Crore Investment Pipeline
Madhya Pradesh's PM Mega Integrated Textile Region and Apparel (PM MITRA) Park in Dhar is moving into its execution phase, but the much-publicised investment and employment numbers are yet to translate into full-scale production.
The park has received investment proposals from 38 firms worth more than ₹21,500 crore, with the potential to generate nearly 55,000 jobs, according to state industry officials. The latest developments indicate that some companies have begun construction, while others are preparing to start work after the monsoon.
That means the headline investment figure should currently be read as a pipeline of proposed investment, rather than money already deployed on the ground.
1,130 Acres Already Allotted
The park covers about 2,158 acres in Dhar district. Of the industrial land available for allotment, around 1,130 acres has been allotted to 38 units, according to government and state-industry figures.
The Centre's March 2026 update put the figure at 1,130.28 acres, with proposed investments of ₹21,436.91 crore from investors in the Madhya Pradesh park.
This represents an important shift from attracting proposals to giving companies actual plots on which factories can be built.
But land allotment alone does not mean that factories are operational. Lease execution, possession, construction, installation of machinery and regulatory clearances still have to be completed before commercial production can begin.
Four Firms Were Early Movers
The first visible signs of private industrial activity emerged with several companies preparing to construct their facilities.
Jain Cord Industries, Vibrant Polymers, Vansh Technofab and Sanathan Polycot were identified among the early movers as companies preparing to start construction.
The latest update says several major textile manufacturers have now commenced construction, while other firms are planning to begin work after the monsoon season.
For Dhar, this is the crucial transition: the park is beginning to move beyond government announcements and investor commitments towards physical factories.
Production May Start Only in 2028
The timeline, however, remains the biggest point of tension.
Jain Cord Industries has indicated that it is targeting a production rollout by 2028, while the latest industry update similarly points to at least partial production in 2028 rather than the entire park becoming operational at once.
Earlier, state officials had hoped units could begin production by December 2027, with basic infrastructure targeted for completion by June 2027.
The shift towards a 2028 production timeline shows why the distinction between investment announced, construction started and production achieved matters for measuring the project's progress.
What Has Actually Reached Ground
There is already substantial government infrastructure activity.
The Centre reported that Madhya Pradesh had acquired 2,158 acres for the park. Infrastructure works are being taken up for roads, water, electricity and other facilities required to support the industrial area.
The project is being implemented through multiple infrastructure packages. Earlier state reviews put the overall infrastructure project cost at around ₹2,063 crore, with a ₹773-crore tender issued for core works including roads, water, electricity and drainage.
This means the project is not simply at a proposal stage. Roads, utilities and other enabling infrastructure are being developed, while the first private units have begun moving into construction.
Why 55,000 Jobs Matter
The projected 55,000 jobs are linked to the 38 investment proposals rather than representing jobs already created.
The larger PM MITRA programme has an even more ambitious employment objective. The Union government says each completed PM MITRA Park is expected to generate about three lakh direct and indirect employment opportunities across the textile value chain.
Dhar's immediate employment promise is therefore dependent on companies actually commissioning their facilities and building up operations.
Until then, construction activity will generate employment, but the much larger permanent industrial workforce will come only after factories begin production.
Why Dhar Is Important
The park is designed around the government's 5F textile model — farm to fibre, fibre to factory, factory to fashion and fashion to foreign.
The idea is to bring spinning, processing, manufacturing, design and related activities into an integrated industrial ecosystem. Prime Minister Narendra Modi had said the park would help reduce logistics and manufacturing costs while improving global competitiveness.
For Madhya Pradesh, the project could also create a major new industrial base around the state's cotton-producing regions and strengthen the textile supply chain.
The Real Test Starts Now
The Dhar PM MITRA Park has clearly moved beyond the announcement stage. Land has been allotted, infrastructure work is underway and the first private companies are entering construction.
But the ₹21,500-crore figure remains proposed investment, and the 55,000-job figure remains a projected employment outcome.
The next milestones will be measurable: how many factories complete construction, how quickly machinery is installed, when the first production lines begin operating and how many workers are actually hired.
If the first units achieve production in 2028 as currently indicated, Dhar's textile park will begin demonstrating whether its investment commitments can be converted into a functioning manufacturing hub. Until then, the most important story is not the size of the promise — but how quickly the promised factories reach the ground.
