Drain Water Cleared as ‘Safe’ in Bhopal Hearings Sparks Outrage; Sampling Lapses Exposed

Serious questions have been raised over the credibility of water quality testing in Bhopal after municipal staff were found declaring even drain water as “pure” during ward-level water hearings, allegedly by testing only chlorine levels and ignoring most mandatory parameters. The issue has triggered political backlash and forced the civic administration to order corrective measures.

The controversy surfaced during weekly Jal Sunwaai hearings held across all 85 wards of the state capital, introduced on the Chief Minister’s directions following deaths linked to contaminated water in Indore’s Bhagirathpura area. While the hearings aim to address public complaints and restore confidence in drinking water safety, an on-ground investigation revealed glaring procedural violations.

According to the prescribed norms, water samples must be tested on 11 parameters, including Total Dissolved Solids (TDS), colour, taste, turbidity and bacterial contamination. However, officials present at ward offices were found using only a rapid chlorine test—adding three drops of chlorine solution to 10 ml of water—and clearing samples within seconds. In one instance, drain water was reportedly certified as fit for consumption in under 15 seconds.

Data shared by the municipal corporation shows that between January 13 and January 27, a total of 6,519 samples were collected from 2,585 locations and tested across eight laboratories, with most declared potable. At the same time, residents from more than 20 localities continue to report muddy, foul-smelling water. Independent checks later found E-coli bacteria in groundwater samples from Khanugaon, Adampur Cantonment and Vajpayee Nagar, affecting nearly 2,000 residents. Residents say the situation on the ground contradicts official claims. Ramchandra Tiwari, a Prem Nagar resident, said he has been receiving contaminated water for over a week due to delays in activating a new pipeline. “We are forced to drink dirty water. Complaints are ignored, and we fear falling ill,” he said. Similar complaints have emerged from Aishbagh and Janta Quarter, where locals have warned of protests if supplies are not corrected.

Following media reports, Corporation President Kishan Suryavanshi directed that water testing be conducted only by trained staff and routed through laboratories, with all parameters checked. Officials were instructed to ensure that ward-level sampling does not bypass established protocols.

The opposition Congress has accused the government of criminal negligence, alleging that the hearings have become a formality rather than a safeguard. Senior leaders questioned how water could be certified safe when deaths from contamination were reported just weeks earlier.

Citizens have been advised to lodge complaints via the Mayor’s helpline (155304) or the CM helpline if testing is not properly conducted. With public health at stake, the episode has intensified scrutiny of urban water safety systems and the accountability of civic authorities.
