PWD Tenders at Deeply Discounted Rates Trigger Probe in Madhya Pradesh

The Public Works Department (PWD) has launched an inquiry into civil maintenance tenders in Indore after several contracts for government quarters were awarded at rates 55–73 percent below departmental estimates. Officials are examining whether such steep discounts compromise work quality or indicate procedural lapses in tender approvals.

Records indicate that maintenance works for L3 and L4-level quarters in the Residency area were repeatedly awarded to contractors, including Pragati Metal and AKM, at unusually low bids. In one instance, a tender estimated at Rs 19 lakh was sanctioned for Rs 5.4 lakh, prompting concerns over material standards and feasibility of completion at such rates.

Superintending Engineer Yogendra Kumar was deputed to inspect completed works and reviewed plastering, flooring, painting, and other repairs in L4 quarters. While no major defects were observed, Kumar noted administrative and financial weaknesses, including tenders issued without proper on-site inspections and demand notes lacking verification. He highlighted that several tenders were floated based on informal requests, bypassing routine supervisory checks.

Executive Engineer Jaidav Gautam defended the low rates, noting that Madhya Pradesh has no minimum threshold for bids. “It is a fully online system, and the lowest bidder must be awarded the work unless technically disqualified. Unlike some other states, MP does not impose rate caps,” he said, adding that senior officials were satisfied with completed works.

Experts have raised concerns that recurring acceptance of bids 55–70 percent below estimates may jeopardize quality in essential maintenance tasks such as waterproofing, structural repairs, and rewiring.

Kumar has submitted his report to PWD headquarters in Bhopal. Authorities are expected to review the findings and may issue directives to strengthen documentation, pre-tender inspections, and supervisory procedures to ensure accountability in future projects.
