What Will Change in the United States

Under Meta's published terms, users under 18 in participating jurisdictions will receive a cumulative two-hour daily limit across Facebook and Instagram. Time on both apps-and on multiple accounts detected as belonging to the same teenager-will count towards the total. A parent must approve disabling the limit.

From midnight to 6 am, teenagers will be blocked by default from major functions including Feed, Stories, Explore and Reels. Direct messages will remain available for communication and safety.

Most push notifications will be silenced between 8 am and 3 pm, with exceptions for messages and security alerts. Meta will also provide prompts after every 15 minutes of continuous use and expand parental-supervision controls.

The majority of the settlement terms must remain in place for ten years. The changes apply in participating US jurisdictions; Meta's announcement does not say that the entire package will automatically extend to India.

Why the Agreement Happened

US states accused Meta of using product design and algorithms to maximise engagement among children while understating mental-health and safety risks. Meta avoided a trial and did not admit liability.

Critics argue that the agreement leaves the company's central advertising and recommendation model largely intact. Former Meta safety engineer Arturo Bejar said the measures did not fully address reporting of harmful experiences, predatory contact and the recommendation of damaging content.

Supporters say default limits still matter because teenagers are more likely to remain under a safety setting that operates automatically than activate an optional control themselves.

Why India Is Outside the Settlement

The restrictions arise from litigation brought by American state authorities. An American court settlement cannot by itself compel identical changes in India.

That legal explanation does not answer the policy question. Meta operates the same core platforms globally and already uses age estimation, teen accounts and parental tools in several markets. Extending the protections would therefore be a corporate choice unless Indian law or regulators require it.

India has one of the world's largest populations of young internet users, but families face uneven digital literacy, shared devices and widespread inaccurate age declarations. Any meaningful protection would need reliable age assurance without creating disproportionate surveillance or excluding teenagers who lack formal documents.

Can Teenagers Simply Move to Another App?

Yes, and Meta has used that concern to urge TikTok and YouTube to adopt the same two-hour limit, night block, school-hour notification controls and screen-time prompts. A restriction on one platform may shift attention to another instead of reducing total screen time.

That is an argument for common minimum rules across major platforms, not for withholding safeguards from users outside the United States.

What Happens Next?

Meta should clarify whether it will introduce the full package for Indian teen accounts, how it will identify age and what recourse parents will have when the system classifies a user incorrectly.
