Bihar To Remove 'Fail' From Class 10, 12 Marksheets; 'Eligible for Skills' To Be Used

The Bihar government says the change is aimed at protecting students' morale and recognising potential beyond examination scores. Rules will be amended before implementation.

The Bihar government has decided to stop using the word 'Fail' on the marksheets and certificates of Class 10 (Matric) and Class 12 (Inter) students. Instead, students who do not meet the required academic criteria will be described as 'Eligible for Skills', Education Minister Mithilesh Tiwari said.The decisionwas announced during a review meeting at the Madan Mohan Auditorium in Vikas Bhawan on Thursday night. The Education Department will amend the existing rules and issue directions to the Bihar School Examination Board (BSEB) for implementing the change.Tiwari said examination performance should not be treated as a measure of a student's overall potential."Not scoring the expected marks in an examination does not erase a child's potential. Therefore, words like 'Fail' will not be used on certificates," the minister said.

What will change on Bihar marksheets?

Under the proposed change, the word 'Fail' will no longer appear on certificates for students who do not achieve the required marks. The alternative wording, 'Eligible for Skills', is intended to reflect that a student's academic result does not necessarily determine their future abilities or career prospects.However, the new terminology is yet to be formally implemented. The state has said that the necessary rules will first be amended, followed by directions to BSEB.

Special classes for Matric compartment students

The government has also decided to organise special one-month classes for students appearing in the Matric compartment examination.The classes are intended to give students additional preparation and help them improve their performance in the examination.The review meeting also covered preparations for the Teachers' Day programme scheduled for September 5 at Shri Krishna Memorial Hall.The decision on marksheet terminology comes amid a broader focus on student support and alternative pathways beyond conventional examination outcomes. Details of the amended rules and the exact format in which 'Eligible for Skills' will appear on certificates are awaited.
