India, Kuwait Deepen Defence Ties After Pakistan-Kuwait Pact

A day after Kuwait signed a new defence cooperation agreement with Pakistan, India and Kuwait held their inaugural Joint Defence Committee (JDC) meeting in New Delhi, agreeing to expand bilateral military cooperation across training, exercises, defence medicine, industry and research.

The meeting marked an important step towards implementing the 2024 India-Kuwait Defence Cooperation MoU, signed during Prime Minister Narendra Modi's visit to Kuwait in December 2024. The development comes as India continues to strengthen defence partnerships with key Gulf countries.

First Joint Defence Committee

The inaugural India-Kuwait JDC meeting was held in New Delhi on Friday and was co-chaired by Amitabh Prasad, Joint Secretary in the Ministry of Defence, and Brigadier General Raed Alsakran, who led a five-member Kuwaiti delegation.

The Indian delegation included representatives from the Army, Navy and Air Force, along with officials from the Department of Defence Production, Defence Research and Development Organisation (DRDO), Armed Forces Medical Services and the Ministry of External Affairs.

The committee is intended to provide an institutional mechanism for reviewing existing cooperation and identifying new areas for collaboration.

Defence Cooperation Expands

India and Kuwait agreed to strengthen cooperation in several areas, including military training, military exercises, military medicine, staff talks, defence industry and research and development.

The focus on defence industry and R&D is particularly significant as India seeks to expand its defence manufacturing partnerships and increase exports of indigenous military equipment.

The Kuwaiti delegation also visited DPSU Bhawan in New Delhi, where discussions were held with representatives of Indian defence companies on possible areas of cooperation. An additional industry interaction was scheduled during the delegation's visit.

Pakistan Pact Adds Context

The India-Kuwait dialogue took place just one day after Kuwait and Pakistan signed the Protocol Agreement-2026, expanding their existing military cooperation framework.

The Pakistan-Kuwait agreement provides for cooperation in areas including training, capacity building, border management and other mutually agreed defence activities.

However, India's engagement with Kuwait should not automatically be viewed as a direct response to the Pakistan agreement. The India-Kuwait defence relationship has its own institutional foundation, with the bilateral Defence Cooperation MoU having been signed in 2024.

The timing nevertheless gives the latest India-Kuwait meeting added strategic significance as Gulf states maintain defence relationships with multiple regional and international partners.

India-Kuwait Strategic Ties

India and Kuwait have maintained diplomatic relations since 1962, supported by longstanding economic, cultural and people-to-people links.

Their relationship was elevated to a Strategic Partnership during Modi's visit to Kuwait in December 2024. The partnership covers several areas beyond defence, including energy, trade, investment and political engagement.

The large Indian community in Kuwait is another important pillar of bilateral ties.

For New Delhi, Kuwait's geographic position in the Gulf and its importance to India's energy and economic interests make stable bilateral relations strategically significant.

Military Links Gain Momentum

The establishment of the JDC provides India and Kuwait with a regular platform to discuss defence cooperation rather than relying solely on individual military engagements.

Regular staff talks, exercises and training programmes can improve interoperability and familiarity between the two armed forces. Cooperation in military medicine could also provide opportunities for sharing expertise and best practices.

The inclusion of defence industry and R&D further widens the relationship beyond traditional military exchanges.

Defence Industry In Focus

India has increasingly positioned itself as a defence manufacturing and technology partner for friendly countries.

The participation of the Department of Defence Production and DRDO in the JDC highlights New Delhi's interest in developing cooperation with Kuwait beyond personnel training and military exercises.

The Kuwaiti delegation's interaction with Indian defence industry representatives could potentially open discussions on equipment, maintenance, technology and other areas of defence cooperation.

Any future projects, however, would depend on detailed negotiations and the requirements of the Kuwaiti armed forces.

Gulf Security Calculus

The latest developments also underline the broader importance of India's defence engagement with Gulf countries.

India has expanding defence relationships across the region, including with countries such as Saudi Arabia, the United Arab Emirates, Oman and Kuwait. These partnerships encompass exercises, training, maritime security and defence industry cooperation.

For Kuwait, maintaining strong ties with multiple defence partners allows it to diversify its security relationships. For India, deeper engagement with Gulf states supports its wider strategic presence in a region crucial to its energy supplies, trade routes and large expatriate population.

The inaugural JDC therefore represents more than a routine bilateral meeting. It establishes a formal platform for expanding India-Kuwait defence cooperation at a time when security partnerships across the Gulf are evolving rapidly.
