Dewas SDM Suspended Over Factual Error in Indore Water Deaths Order After Minister’s Objection

The Madhya Pradesh government on Tuesday suspended Dewas Sub-Divisional Magistrate (SDM) Anand Malviya after a serious factual discrepancy was found in an official order related to deaths allegedly caused by contaminated water in Indore. The action followed strong objections raised by Cabinet Minister Kailash Vijayvargiya over both the incorrect data cited in the order and the language used by the officer.
The suspension was ordered by Ujjain Divisional Commissioner Ashish Singh, who also removed Assistant Grade-3 (Reader) Amit Chauhan from his post. During the suspension period, Malviya’s headquarters will be the Commissioner’s Office in Ujjain Division, where he will be entitled to a subsistence allowance as per service rules.
The controversy stems from an order issued by Malviya in connection with the Bhagirathpura incident in Indore, in which he stated that 14 people had died due to contaminated water. The state government, however, has officially confirmed only four deaths in the case. The administration treated the discrepancy as a grave lapse, citing negligence in handling a highly sensitive matter.
According to the suspension order issued by the Dewas Collector’s office, the SDM issued directions based on incorrect and unverified data, reflecting “serious negligence, indifference, and irregularity” in the discharge of official duties. The order states that such conduct amounts to misconduct under the Madhya Pradesh Civil Services (Conduct) Rules, 1965.
The issue escalated after Malviya’s order reportedly included references to alleged abusive remarks attributed to Minister Vijayvargiya. The minister objected strongly, describing the language as “inhumane” and indicative of “autocratic behaviour.” Vijayvargiya stated that such conduct by public servants towards citizens and elected representatives was unacceptable and undermined administrative discipline.
Following the minister’s objections, the divisional commissioner reviewed the matter and ordered immediate disciplinary action. In place of Malviya, In-charge Deputy Collector Abhishek Sharma has been appointed as the new SDM of Dewas. Reader Amit Chauhan has been shifted, with his headquarters reassigned to the Tehsil Office in Sonkatch.
Senior officials said the action was necessary to uphold accountability and accuracy in official communication, particularly in matters involving public health and loss of life. The suspension has also sparked discussion within administrative circles about the need for careful verification of facts before issuing orders on sensitive issues.
Further departmental proceedings against the suspended officer are likely after a detailed inquiry. The government has maintained that strict action will be taken in cases where administrative lapses risk misinformation or erode public trust.
