More than 50 lakh rural residents in Madhya Pradesh are set to receive free registration of their property rights under a special Swamitva campaign beginning September 17, Chief Minister Mohan Yadav said on Thursday.
The state government will bear the registration-related costs for eligible beneficiaries covered under the Swamitva Adhikar Abhilekh Nispadan Evam Panjiyan Yojana-2026. The campaign will run in three phases from September 17 to October 3.
The initiative is aimed at providing formal ownership documentation to people occupying residential land in rural “abadi” areas. The national SVAMITVA scheme uses land mapping and surveys to establish clear ownership records and issue property cards or title-related documents.
68.47 Lakh Plots Already Surveyed
Yadav said the survey of 68.47 lakh plots across 41,568 villages in Madhya Pradesh has been completed.
More than 50 lakh beneficiaries are expected to receive free registration under the state campaign. The government has also provided for exemption from panchayat cess and additional stamp duty for the registrations, according to the state government's briefing reported by multiple outlets.
The Chief Minister reviewed preparations through a video conference with district collectors and asked officials to ensure that eligible beneficiaries receive the benefit within the prescribed timeline.
He also directed collectors to personally lead implementation at the district level, with nodal, zonal and sector-level officers assigned specific responsibilities.
Officials Given Target of 30–40 Registrations a Day
Chief Secretary Ashok Varnwal directed revenue officials to organise registration camps at the gram panchayat level.
Sarpanches, panchayat secretaries, patwaris and employment assistants will coordinate the camps, which are to be held on Thursdays, Fridays and Saturdays during the campaign.
Officials have been asked to target 30 to 40 free registrations per day under the Swamitva programme. Collectors will also have to prepare daily progress reports and monitor the implementation schedule.
At the panchayat level, patwaris will function as execution officers, while tehsildars, naib tehsildars, revenue inspectors and other designated officials will handle registration-related responsibilities.
Five Districts Selected for Pilot Implementation
During the review meeting, Yadav sought updates from collectors of Agar-Malwa, Barwani, Harda, Ashoknagar and Raisen, which have been selected for pilot implementation.
Officials told the Chief Minister that the mobile application associated with the Swamitva process is user-friendly and that training of patwaris is being accelerated.
Yadav stressed that the process should be completed with transparency and without discrimination so that eligible beneficiaries do not face unnecessary delays.
Why Property Registration Matters
The Swamitva programme is intended to give rural property holders a formal record of ownership over residential properties in village abadi areas.
The Union government's SVAMITVA scheme describes its objective as establishing clear ownership of rural inhabited properties through mapping and issuing legal ownership cards/property cards. Such documentation can also improve the ability of property holders to use their assets for financial purposes, including access to institutional credit.
Madhya Pradesh's 2026 registration campaign is therefore focused not merely on surveying properties but on completing the formal registration process for eligible beneficiaries.
September 17 to Begin Two Major Campaigns
September 17 will also mark the beginning of the state's month-long Seva Se Sankalp campaign.
According to the state briefing, the campaign will begin with the “Aashirwad Ka Deepak” programme at 7 pm, when more than 58 lakh lamps are planned to be lit across Madhya Pradesh.
The programme will involve beneficiary families and selected historical and archaeological sites. In Ujjain, preparations are underway to light more than 25 lakh lamps at Mahakal Lok, with participation planned from social and religious organisations and different sections of society.
50 Lakh Beneficiaries to Join Deep-Lighting Event
The state government has also said that beneficiaries of the Swamitva registration campaign will participate in the September 17 lamp-lighting programme.
The two initiatives will therefore begin on the same day, combining a property-rights registration drive with the broader Seva Se Sankalp campaign.
For rural residents covered by the Swamitva programme, however, the key development will be the start of the free registration process from September 17, with district administrations now working to complete preparations and meet daily registration targets.
