Chief Minister Mohan Yadav hailed the passage of the Bill as a “historic moment” for Madhya Pradesh and said the new law would ensure equal civil rights and responsibilities for all citizens, irrespective of religion. The Opposition, however, raised objections during the debate, calling for greater scrutiny of the proposed legislation.

One Law for All Citizens

Speaking after the Bill was passed, CM Mohan Yadav said the legislation aims to establish a uniform legal framework governing matters such as marriage, divorce, inheritance, adoption and succession.

He asserted that the state would be governed by “one law for everyone” instead of separate personal laws. According to the Chief Minister, practices such as multiple marriages, instant triple talaq and halala would no longer be legally recognised under the new framework.

Multiple Marriages to Become an Offence

The Chief Minister said that contracting more than one marriage would be treated as an offence under the proposed law. He added that the legislation seeks to strengthen women's rights by ensuring equal legal protection in matters of inheritance and property.

According to the government, the Bill also provides equal rights to women and men in succession and adoption, with the objective of promoting gender justice.

Rules for Live-in Relationships

The government also outlined provisions regulating live-in relationships. CM Yadav said that misuse of live-in arrangements, including violations of the prescribed legal age or using such relationships to facilitate extramarital affairs, would attract penal provisions. He stated that such offences could invite imprisonment of up to five years, subject to the provisions of the law.

'Not Sharia, But Equal Law'

During his address in the Assembly, Mohan Yadav said India should be governed by uniform legal principles rather than religion-specific personal laws. He accused the Congress of practising divisive politics and argued that all citizens should be treated equally under one civil code.

He also linked the legislation to the BJP-led government's broader reform agenda under Prime Minister Narendra Modi, describing the UCC as a step towards constitutional equality and social justice.

Bill Awaits Presidential Approval

Following its passage in the Assembly, the Madhya Pradesh Uniform Civil Code Bill, 2026 will be forwarded to the President for assent. Only after receiving presidential approval will the law be formally implemented in the state.

If enacted, Madhya Pradesh will join the list of states that have moved towards implementing a Uniform Civil Code, bringing significant changes to the legal framework governing personal civil matters.
