Russia Keeps Door Open to Putin-Trump-Xi Trilateral Meeting

Moscow has not ruled out a trilateral meeting between Vladimir Putin, Donald Trump and Xi Jinping, raising the prospect of an unprecedented three-way diplomatic engagement among Russia, the United States and China.

Moscow Keeps Summit Option Open

Russia has left the door open to a possible trilateral meeting between President Vladimir Putin, US President Donald Trump and Chinese President Xi Jinping, in a development that could carry major implications for global diplomacy.

Russian Deputy Foreign Minister Sergei Ryabkov said on Sunday that Moscow had not ruled out such a meeting. However, he cautioned that substantive preparations could begin only after the three sides establish what the meeting would seek to achieve and what its agenda would contain.

The statement comes as Moscow, Washington and Beijing continue to pursue separate diplomatic tracks on major international issues.

APEC Summit Could Provide Venue

The possibility of a three-way meeting was raised earlier this month by Kremlin aide Yuri Ushakov, who said Putin, Trump and Xi could potentially meet on the sidelines of the upcoming Asia-Pacific Economic Cooperation (APEC) summit in Shenzhen, China, in November.

Ushakov said the meeting could take place if the necessary diplomatic preparations are completed. He also indicated that arranging such an engagement would ultimately depend on the APEC host.

The Kremlin is separately looking at bilateral meetings for Putin during the summit, including talks with Xi and potentially Trump if an opportunity emerges.

Trump-Putin-Xi Triangle

A meeting involving the three leaders would bring together the heads of three of the world's most influential powers at a time of heightened geopolitical competition.

Washington and Beijing remain major strategic and economic competitors, while Moscow continues to face intense pressure from the West over its war in Ukraine.

Bringing Trump, Putin and Xi into the same diplomatic setting could therefore create an unusual channel for discussions on global security, trade, energy, the Ukraine conflict and broader strategic stability.

However, there is currently no confirmed agreement or formal announcement of a trilateral summit.

Xi's Growing Diplomatic Role

The possibility also comes as Xi has remained active in China's high-level diplomacy with Russia and other major powers.

Putin and Xi have continued close diplomatic engagement, including their recent interaction at the Shanghai Cooperation Organisation summit in Bishkek. The two leaders have repeatedly presented their countries' relationship as an important component of a changing global order.

A direct meeting involving Trump and Putin alongside Xi would consequently put the Chinese president at the centre of a highly consequential diplomatic format.

Ukraine Could Be Key Issue

The Russia-Ukraine war could become one of the most important issues surrounding any potential three-way meeting.

The development comes as Washington continues efforts to push Moscow and Kyiv towards negotiations. US envoys Steve Witkoff and Jared Kushner were in Moscow on Saturday for talks with Putin before travelling to Kyiv for discussions with Ukrainian officials.

A Putin-Trump-Xi meeting could provide an opportunity for discussions on the wider geopolitical consequences of the conflict, although there is no indication that any specific Ukraine agreement is being prepared for such a summit.

Diplomatic Hurdles Remain

Despite the Kremlin's openness to the idea, several diplomatic hurdles remain.

Ryabkov's comments underline that Moscow wants clarity on the meeting's substance before moving towards formal preparations. Ushakov has likewise stressed the need for diplomatic groundwork and the role of China as the APEC host.

The positions of Washington and Beijing on a trilateral presidential meeting have also not been formally established.

That makes the proposed gathering a developing diplomatic possibility rather than a confirmed event.

What It Could Mean

If organised, a Putin-Trump-Xi meeting would be closely watched across Europe, Asia and the wider international community.

The three countries collectively have enormous influence over global security, trade, energy markets and international institutions. A direct conversation between their leaders could therefore become an important diplomatic event even if it does not immediately produce agreements.

For now, the key development is that Moscow has kept the possibility alive. Whether that opening develops into an actual summit will depend on the agenda, diplomatic preparations and the willingness of all three governments to participate.
