Samples Show Elevated Levels

Industry testing covered more than 250 samples collected across up to 21 states and Union territories.

High chloride levels were reportedly detected in samples from 18 states. Some samples also showed moisture levels substantially above the government's prescribed benchmark.

Reported chloride readings ranged from 6 to 570 parts per million (ppm) in Rajasthan, 1.4 to 420 ppm in Delhi and 10 to 357 ppm in Maharashtra. The government limit is 3 ppm.

Moisture levels reportedly reached 13,000 ppm in Andhra Pradesh and 12,500 ppm in Uttar Pradesh, against a benchmark of 3,000 ppm.

Why Contamination Matters

Chloride can contribute to corrosion in fuel-system components, while excessive water content can affect petrol combustion and vehicle performance.

The issue has particular relevance for ethanol-blended fuel because ethanol is hygroscopic and can absorb moisture. Poor storage conditions, water ingress and inadequate maintenance at retail outlets can therefore become important factors in fuel quality.

The Society of Indian Automobile Manufacturers has previously linked moisture concerns to the maintenance of underground storage tanks and pipelines at fuel stations.

SIAM Withdraws Complaint

SIAM had written to the government on July 28 about contamination concerns but later withdrew the communication.

The industry body said the sample size and testing methodology were not sufficient to support definitive conclusions. It also indicated that some of the reported figures required authentication.

SIAM now plans to undertake a more comprehensive scientific assessment. This means the latest contamination findings remain subject to further verification.

Mahindra has also disputed interpretations that its internal discussions demonstrated a widespread E20-related problem, describing the available information as limited and preliminary.

Government Defends E20

The government has maintained that E20 petrol is safe when it meets prescribed quality standards.

The Petroleum Ministry said in July that laboratory studies and field trials involving organisations such as the Automotive Research Association of India, SIAM, Indian Oil, the Indian Institute of Petroleum and vehicle manufacturers had not established widespread harmful effects from E20.

The government also said vehicle manufacturers' service data had not shown abnormal corrosion, wear or shortened vehicle life attributable to ethanol blending.

According to the ministry, more than 20 crore two-wheelers and over three crore petrol cars have operated on higher ethanol blends without verified evidence of widespread engine failures caused by ethanol.

What Owners Should Do

Vehicle owners do not need to assume that every E20 petrol outlet poses a risk.

The first step should be to check the vehicle manufacturer's recommendations and confirm whether the car or two-wheeler is designed to operate on E20 fuel.

Motorists should also prefer authorised and reputed fuel stations. Toyota has previously advised customers to use established outlets and said an issue it investigated was linked to contaminated fuel rather than E20 itself.

If a vehicle develops jerking, stalling, difficulty starting, power loss or unusual engine behaviour immediately after refuelling, owners should have the fuel system checked promptly.

Keeping the fuel bill and other transaction details can also help if the vehicle requires an investigation into suspected fuel contamination.
