Complaint Filed Against Nitish Kumar in Ranchi Over Hijab Incident at Official Event

A written complaint has been submitted at Itki police station in Ranchi against Bihar Chief Minister Nitish Kumar in connection with an incident in which he allegedly pulled a Muslim woman doctor’s hijab during an official function in Patna. The complaint seeks a formal investigation and appropriate legal action.
The complaint was filed by social worker Mo. Murtaza Alam, who argued that the episode cannot be treated as a private interaction since it occurred on a public stage during a government programme. He said any act involving religious attire at an official event raises serious concerns, particularly when it affects a woman’s dignity, modesty, and bodily autonomy.
The incident took place on December 15 during an appointment letter distribution ceremony for newly selected AYUSH doctors in Patna. According to the complaint, Chief Minister Kumar was handing over appointment letters when he interacted with Dr. Nusrat Parveen. He reportedly pointed to her headscarf, asked what it was, and after being told it was a hijab, allegedly asked her to remove it before pulling it down himself. The moment was captured on video and circulated widely on social media, drawing sharp criticism.
In the aftermath, Dr. Parveen is said to have left Bihar the following day and travelled to Kolkata to stay with her family. Sources close to the family said she was deeply disturbed by the incident and remains uncertain about joining her government posting.
Speaking about her condition, her brother Shahnawaz said the episode had taken a severe emotional toll. He described her as a meritorious student who had worked hard to become a doctor and said she is currently not in a mental state to resume her duties in Bihar. The family, he added, is trying to support her and encourage her to continue her career.
The complaint urges the police to examine the video evidence and the circumstances surrounding the incident. The matter has added to an ongoing national debate on respect for religious identity, women’s autonomy, and conduct by public officials at official events.
