Mr. Sahil Luthra Joins Haryana Government’s Pre-Budget Consultation as State Charts Vision 2047 Roadmap

Mr. Sahil Luthra, Founder and Managing Director of Vijayan Trishul Defence Solutions Pvt. Ltd. (VTDS), participated in the Government of Haryana’s pre-budget consultative meeting ahead of the Haryana Budget 2026–27, contributing industry perspectives on policy planning for the Professional Services Sector.
The consultation, held at Apparel House in Sector 44, Gurugram, was chaired by Haryana Chief Minister Shri Nayab Singh Saini and brought together senior stakeholders from industry, academia, and professional services. The objective was to gather actionable inputs to inform budgetary priorities aligned with the state’s long-term development agenda under Haryana Vision @ 2047.
The meeting forms part of Haryana’s strategic roadmap to transform the state into a future-ready and inclusive economy by the centenary year of India’s independence. Aligned with the national Developed India @ 2047 initiative, the vision outlines ambitious goals, including building a $1 trillion state economy, creating 50 lakh new jobs, and strengthening innovation-led growth across sectors. To support this effort, the state has established a Department of Future focused on policy foresight, digital governance, and emerging industries.
During the two-and-a-half-hour deliberations, Mr. Luthra shared insights drawn from his experience leading an indigenous defence manufacturing enterprise. He emphasised the importance of aligning state fiscal planning with the growth of domestic manufacturing and strategic industries, particularly defence production.
Highlighting the role of resilient local supply chains, Mr. Luthra noted that sustained policy support for high-technology sectors is critical to advancing India’s self-reliance objectives. He underlined how states can complement national initiatives such as Make in India and Atmanirbhar Bharat through targeted fiscal incentives, infrastructure readiness, and long-term policy stability.
Referring to Haryana’s standing as an MSME-friendly state, Mr. Luthra proposed exploring the development of a dedicated defence manufacturing corridor in Haryana, similar to those established in Uttar Pradesh and Tamil Nadu. Such a move, he suggested, could strengthen the state’s industrial base while generating skilled employment.
“For India to truly harness its potential, state budgets must prioritise capacity building in strategic sectors, from defence manufacturing to skill development, so that innovation and security progress together,” Mr. Luthra said.
Mr. Luthra leads Vijayan Trishul Defence Solutions Pvt. Ltd., which focuses on the indigenous production of small arms and ammunition. He has been recognised for his leadership with honours including Young Leader – Visionary in Defence Leadership 2025 at the House of Commons, London, and the ET Edge 40 Under 40. He has also received commendations from the Prime Minister and Defence Minister for his contributions to India’s defence ecosystem.
