A picturesque English village celebrated for its postcard-perfect scenery is now grappling with an unexpected problem—over-tourism.

Bibury, a small village in England's Cotswolds region with a population of just 627, has become the centre of attention after reports revealed that authorities collected nearly £45,570 (around ₹58 lakh) in parking fines during 2025 alone.

Once admired for its peaceful atmosphere and centuries-old charm, the village is now witnessing traffic congestion, parking disputes and growing frustration among local residents as thousands of tourists arrive every day.

A Village Loved Across the World

Bibury is widely regarded as one of England's most scenic destinations. Its iconic 17th-century stone cottages, riverside landscapes and historic streets have made it a favourite among domestic and international visitors.

The village has long enjoyed global recognition. British designer and writer William Morris famously described it as "the most beautiful village in England," while historical accounts suggest that Japan's Emperor Hirohito once referred to it as a special place during his visit.

Its popularity has only grown in recent years, attracting large numbers of tourists throughout the year.

Parking Chaos Frustrates Residents

The growing number of visitors has created serious infrastructure challenges.

With limited parking facilities available, many tourists reportedly leave their vehicles outside residential properties, on pavements and along double yellow lines where parking is prohibited.

According to media reports, disputes between residents and visitors have become increasingly common. In one incident, an argument over a parking ticket allegedly escalated when a tourist drove over a resident's foot while attempting to leave.

Local authorities say the rising traffic has significantly affected the daily lives of people living in the village.

651 Parking Tickets in a Year

The sharp increase in illegal parking is reflected in enforcement figures.

Data from Gloucestershire County Council shows that parking penalty notices rose from just 28 in 2019 to 651 in 2025.

The fines generated approximately £45,570, equivalent to nearly ₹58 lakh.

Motorists who settle penalties within two weeks are required to pay £35, while delayed payments increase the fine to £70.

Paid Parking System Planned

Despite the revenue collected through fines, officials say managing traffic remains expensive.

Reports indicate that enforcement and monitoring cost local authorities around £4,000 every month, meaning parking penalties alone do not fully cover operational expenses.

To better regulate visitor traffic, authorities are planning to introduce a pay-and-display parking system between March and October, the busiest tourist season.

Under the proposal, visitors would pay around £6 to £7 for up to two hours of parking. Officials hope the move will improve parking discipline while generating additional funds for traffic management.

Tourism's Growing Challenges

Bibury's experience reflects a wider challenge faced by many globally popular destinations where tourism has become both an economic opportunity and a burden.

While local businesses benefit from increased visitor numbers, residents continue to raise concerns over congestion, noise and the strain on limited public infrastructure.

For many visitors, Bibury remains one of England's most attractive villages. For those who live there, however, the growing crowds have transformed everyday life, making parking fines almost as well known as the village's historic beauty.
