Indore to digitize one crore civic records using AI

In a major step toward becoming India’s most digitally advanced city, the Indore Municipal Corporation (IMC) has launched an ambitious AI-driven initiative to digitize over one crore civic records. Alongside, the corporation is expanding its Digital Address Project to three additional wards, introducing QR-coded address plates that provide verified property data at a single scan.
The ongoing digitization effort, which has already processed 19 lakh documents, aims to securely preserve decades of municipal records — including birth, death, and marriage certificates, property ownership papers, building permissions, and other essential administrative files. Once completed, citizens will be able to access authenticated digital copies of their documents online, eliminating the need for in-person visits to municipal offices.
Mayor Pushyamitra Bhargav, who recently inspected the project, said the initiative will make Indore a model for efficiency and transparency in civic administration.
“Indore is moving decisively toward becoming a digitally managed city. Once this project is complete, citizens will have instant, secure access to their verified records without needing to submit physical applications,” he said.
The IMC has finalized the tender process and appointed an implementing agency for the project, which aligns with the Digital India Mission and Madhya Pradesh’s e-Governance framework. Old project files, tenders, and departmental records are also being scanned to enable faster retrieval and smoother coordination between departments.
Decision pending on cloud storage
A key consideration for the project is the secure cloud storage of the vast digital data being generated. Mayor Bhargav confirmed that the corporation is evaluating multiple options.
“We are seeking permission to use the state government’s cloud space. However, both Tata Consultancy Services (TCS) and Rackbank have offered free cloud storage. We’ll evaluate both proposals before finalizing,” he stated.
Once approved, all municipal departments will be connected to a centralized digital archive, allowing real-time access to verified records under strict government data security standards.
Expansion of the Digital Address Project
In parallel, IMC is extending its Digital Address Project to Wards 71, 79, and 83, following the successful pilot in Ward 82 (Sudama Nagar). The project assigns every property a unique QR-coded plate that links directly to verified ownership and address information.
Funded under the CSR model, the initiative comes at no cost to citizens and aims to streamline property verification, tax assessment, and urban planning.
Pilot success in Ward 82
During the pilot phase, IMC surveyed 7,185 properties, which included:

255 mixed-use properties

8 religious establishments
Of these, 3,924 properties have already been issued unique digital IDs, while 2,545 are in progress. The survey also uncovered 250 new properties and eliminated 466 duplicate records, significantly improving the accuracy of municipal data.
Indore poised to be India’s first “Digital Address City”
Once implemented citywide, Indore will become India’s first city with a fully integrated digital address and documentation system. Officials say the combination of AI-based record digitization and QR-enabled property identification will revolutionize civic governance — cutting down paperwork, enhancing transparency, and setting new benchmarks for smart city administration.
