Bihar Cabinet Approves 5% DA Hike, Clears Three New Departments; Martyr’s Son to Get Government Job

The Nitish Kumar government approved a 5% hike in dearness allowance (DA) for nearly 10 lakh state employees and pensioners in its second cabinet meeting on Tuesday. The revised DA, effective from July 1, 2025, was among 19 key proposals cleared to accelerate administrative reforms and youth-focused initiatives.

The cabinet also sanctioned the creation of three new departments — Youth, Employment and Skill Development; Higher Education; and Civil Aviation. Each department will function with its own directorate and a dedicated corporation to streamline operations.

Officials said the new skill development department will independently handle training, employment integration, and enterprise promotion. Until now, skill initiatives were linked to the Labour Resources Department. The restructuring is expected to revive long-pending plans, including the establishment of a Skill University.

The Higher Education Department will oversee professional courses, research expansion, and university-level reforms, separating it from the broader Education Department that manages everything from primary to higher education.

In a compassionate appointment, the cabinet approved a government job for the son of BSF jawan Mohammad Imtiaz, who was martyred in Operation Sindoor. In another decision, Sudhir Kumar, former district manager of the State Food Corporation in Rohtas, was dismissed from service.

The cabinet also greenlit a Student Skill Development Programme in partnership with the National Stock Exchange to enhance employment opportunities for youth.

The decisions align with the government’s broader five-year roadmap aimed at generating one crore jobs, promoting a technology-driven economy, and reviving industrial units, including shuttered sugar mills. The initiatives build on the “Saat Nischay-2” programme, under which the government claims to have provided employment to five million youth between 2020 and 2025.

The meeting follows the cabinet’s earlier approval to develop a Defence Corridor, Mega Tech City, and a comprehensive plan to attract ₹50 lakh crore in investment over the next five years.
