Lucknow Voters Struggle as Helpline Staff Evade Calls Amid SIR Process

Voters in Lucknow have faced widespread difficulties contacting the Election Commission of India’s helpline (1950) during the ongoing Special Intensive Revision (SIR) process. A Dainik Bhaskar investigation revealed that employees at the 1950 control room deliberately disconnected phone receivers to avoid attending calls, leaving thousands of citizens without assistance.
The SIR process, which began on November 4 and will continue until December 4, is a state-wide exercise aimed at updating voter rolls. Booth Level Officers (BLOs) are visiting homes to collect current details from existing voters. Citizens must provide information such as date of birth, mobile number, parent’s name, and affix a new photograph on the enumeration form.
Chief Electoral Officer Navdeep Rinwa acknowledged complaints but maintained that monitoring is ongoing and issues are being addressed as they arise. “Problems in some places are possible,” Rinwa said, emphasizing that only the first section of the form is mandatory to ensure inclusion in the draft roll, which will be published on December 9.
The SIR forms also include columns linking current voters to the 2003 electoral roll. If details match, no supporting documents are required. Voters whose names are missing or whose relatives’ details are unmatched will receive notices after December 9, requesting submission of acceptable documents.
During a visit to the control room, reporters found only four phones, with three receivers disconnected and just two staff presentone attending a call, the other using a mobile phone. This explained the persistent lack of response from the helpline.
Rinwa urged voters to use the Voter Helpline App or the official website to file complaints. Digital submissions of enumeration forms are also possible, with over 70,000 forms already submitted online.
The SIR aims to match at least 75% of current voters with the 2003 roll, limiting notices to 25–30% of voters, and will conclude with the publication of the final electoral list on February 7, 2026.
